INTRODUCTION The U.S. Army Medical Research Acquisition Activity (USAMRAA) is issuing this sources sought synopsis on behalf of the U.S. Army Medical Research Institute of Chemical Defense (USAMRICD) as a means of conducting market research to identify potential sources having an interest and industry technologies available to provide the requirement for synthesis and delivery of chemical compounds. The result of this market research will help contribute to determining the method of procurement. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. It does not constitute a solicitation and shall not be construed as a commitment by the government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this notice is strictly voluntary. PROGRAM BACKGROUND As the Department of Defense's lead laboratory for the development of medical countermeasures against chemical threat agents, USAMRICD is increasingly called upon to provide expert analytical and consultative services related to medical chemical defense research and to the medical management of chemical casualties. The United States of America is one of the 183 members of the Organisation of the Prohibition of Chemical Weapons (OPCW).� The United States of America is also one of the Executive Council members of the OPCW.� The OPCW mission is to implement the provisions of the Chemical Weapons Convention to achieve their vision of a world free of chemical weapons and the threat of their use, in which chemistry is used for peace, progress, and prosperity.� The current OPCW Programme Aims are 1) Credible and Transparent Regime; 2) Protection and Assistance; 3) International Cooperation; and 4) Universal Membership.� As the leading experts in chemical defense and the US Army�s dedicated laboratory for expert chemical defense research, the USAMRICD must maintain the highest standards for chemical defense research as well as clinical laboratory and testing capabilities.� To ensure these standards are maintained, the USAMRICD Clinical Laboratory, within the Medical Toxicology Research Division, Pharmaceutical Sciences Department, requires annual proficiency checks.� One of the auditing mechanisms is the Biomedical Proficiency Testing (BioPT) via OPCW.� Historically, the USAMRICD has performed multiple clinical assays on each sample for the proper identification of chemical agent. In keeping with the modernization of military medicine and research in support of the warfighter, USAMRICD has established a new comprehensive assay for the identification of chemical warfare agents, reducing the number of samples and tests required for chemical threat identification.� In order for USAMRICD to maintain accreditation as a Clinical Laboratory, assay validation is required. This validation directly supports BioPT and accreditation through OPCW.� The USAMRICD Medical Toxicology Research Division has a requirement for the following items: 10 mg of the tyrosine adduct of GA, O-ethyl-N-dimethylaminophospho-tyrosine, Chemical Abstracts Service (CAS) registry unknown; 90% purity 10 mg of the tyrosine adduct of GB, IMPA-tyrosine (O-[Methyl(1-methylethoxy)phosphinyl]-L-tyrosine), CAS registry no. 1365420-03-6; 90% purity 10 mg of the tyrosine adduct of GD, PMPA-tyrosine, CAS registry no. 1365420-06-9 ; 90% purity 10 mg of the tyrosine adduct of GF, O-cyclohexyl MPA-tyrosine, CAS registry unknown; 90% purity 10 mg of the tyrosine adduct of ethylsarin (VX), EMPA-tyrosine (O-(Ethoxymethylphosphinyl)-L-tyrosin), CAS registry no. 1365420-08-1; 90% purity 10 mg of the tyrosine adduct of isobutylsarin (RVX), O-isobutyl MPA-tyrosine, CAS registry unknown; 90% purity 10 mg of the tyrosine adduct of n-butylsarin (Chinese VX), O-n-butyl MPA-tyrosine, CAS registry unknown; 90% purity 10 mg of tyrosine adduct of A-230 (methyl-(1 (diethylamino)ethylidene)phosphonamidofluoridate), CAS registry no. of A-230 2387496-12-8; 60% purity 10 mg of the tyrosine adduct of A-232 (methyl-(1-(diethylamino)ethylidene)phosphoramidofluoridate), CAS registry no. of A-232 2387496-04-8; 60% purity 10 mg of the tyrosine adduct A-234 (ethyl N-[(1E)-1-(diethylamino)ethylidene]-phosphoramidofluoridate), CAS registry of no. of A-234 2387496-06-0; 60% purity The tyrosine standards requested will be used to validate a new chemical warfare agent detection assay using mass spectrometry. In order to accomplish this, all the compounds must meet a certain purity requirement as listed in the standard features below. Purity must be proven via the appropriate analytical data, such as nuclear magnetic resonance (NMR) and/or mass spectrometry data. At least 10 (�1) mg of each compound must be synthesized and delivered before 31 August 2022. REQUIRED CAPABILITIES The Government requires these chemical compounds to be synthesized and delivered to USAMRICD in Aberdeen Proving Ground, Maryland. The intent of this Sources Sought is to determine the availability of these products to meet this requirement. ELIGIBILITY The applicable NAICS code for this requirement is 325998, �All Other Miscellaneous Chemical Product and Preparation Manufacturing�, with a Small Business Size Standard of 500 employees. The Product Service Code (PSC) is 6810, Chemicals. SUBMISSION DETAILS Interested businesses shall submit a brief capabilities statement package (no more than five 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the products/systems listed in this Technical Description. Documentation should be in bullet format. No phone or email inquiries requesting a status of any potential future solicitations will be accepted, prior to the posting of that subject solicitation.. Responses to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Jesse Nisley (jesse.d.nisley.civ@mail.mil), in either Microsoft Word or Portable Document Format (PDF) format via email no later than 2:00 PM, Eastern Time, on 20 July 2022 and reference this synopsis number in the subject line of the e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
