- Response to Questions Solicitation 36C26222R0097 Cardiology Perfusionist Services Can the second perfusionist be a subcontractor or is an employee of the corporation? This is a Service-Disabled Veteran Owned Small Business set-aside. Please refer to section C.11 VAAR 852.219-74 Limitations on Subcontracting Monitoring and Compliance and section C.12 VAAR 852.219-77 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction. Is it two full time perfusionists stationed at the VA and on call 365 days/year or as needed per scheduled cases? So, if a perfusionist is doing a case, is the other on call for emergencies etc.? Please refer to section B.2 Schedule of Services and Price. You may also refer to B.3 section 2.1. VA San Diego Healthcare System will need to have a perfusionist available 24/7 365. If a perfusionist is doing a case they would be the same person that would be notified for on call for emergencies. There needs to be a perfusionist available - to cover during planned and unplanned leave. This requirement is for hours not individuals. Is the Corporation or contract holder required to provide workman's compensation? Please refer to E.4 section 1.c. on what is required to be submitted. 4. What constitutes a conflict of interest? Please refer to section 2.1.9 Conflict of Interest and Attachment 3 section 852.209-70 Organization Conflict of Interest. 5. If there's an infraction of the requirements on the contract by the employee or subcontractor, is the holder of the contract liable, held accountable? This is a Service-Disabled Veteran Owned Small Business set-aside. What if the principle perfusionist or contract holder is unable to work due to illness or some other limiting factor and unable to meet the requirements of the contract, is the contract still viable in the hands of the employee, 2nd perfusionist or subcontractor or is the contract now invalid or terminated? This requirement is for hours and not individual perfusionist.
