Description
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Office of intends to award a sole source contract under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1 (b) Soliciting from a single source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This contract will be awarded to Advanced Cell Diagnostics, Inc., 7707 Gateway Blvd Ste 200, Newark, California 94560-1268 NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS The intended procurement is classified under NAICS code 541714 with a Size Standard of 1,000. This acquisition is set aside for small businesses. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures. Contracts awarded using FAR Part 13�Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6�Competition Requirements. FAR Subpart 13.106-1 (b) Soliciting from a single source provides that: For purchases not exceeding the simplified acquisition threshold, Contracting officers may solicit from one source IF the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name OR industrial mobilization). The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2022-06 dated April 26, 2022. DESCRIPTION OF REQUIREMENT PURPOSE AND OBJECTIVES: The purpose of this acquisition is to send out whole brain tissue samples for RNAscope analysis. This is the only technique that can analyze both mRNA and protein at the same time. Additionally, the RNAscope analysis will allow us to check specific gene expression in different parts of the brain simultaneously. Requirement: General Requirement Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities not provided by the Government. Eighteen whole brains will be analyzed. The contractor will perform the following: Sample quality control for RNA ISH, assay optimization, control probe QC scoring and 40x full-slide scanning; may include sample embedding, sectioning and H&E staining Target assay with marker evaluation and scanning Project Report with materials and methods, optimized assay conditions, probe design information, sample QC results, representative images of target and control probes, project summary, and conclusions OR Study brief with materials and methods, final assay conditions, sample of representative images of marker and control probe, project summary and conclusions Visual semi-quantitative analysis of markers OR quantitative image analysis with HALO software including analysis project report OR Pathologist scoring with optional Pathologist notes Specific Requirements: Technical requirements: Contractor must be an expert in the field (experience, publications, staff) and provide expert level interpretation of pathway analysis and informatics Sample quality control for RNA ISH, assay optimization, control probe QC scoring and 3D Histech 40x fullslide scanning; may include sample embedding, sectioning and H&E staining. RNA ISH marker assays and 3D Histech 40x full-slide scanning Study brief with materials and methods, final assay conditions, sample of representative images of marker and control probe, project summary and conclusions. Quantitative image analysis with HALO software including analysis project report. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, Advanced Cell Diagnostics, Inc. (ACD) is the sole source company and supplier that renders this specific RNAscope analysis. Advanced Cell Diagnostics, Inc. has been used to performed multiple (PAS) projects for the NIDA. Methamphetamine use disorder (MUD) is a biopsychosocial disorder that has a negative impact on the brain of both sexes. One of the important negative consequences is associated with the changes in gene expression that affects several signaling cascade that serve as specific substrate for METH-induced multifaceted behavior and biochemical effects. For this purpose, we used a rat self-administration model (male and female) that were segregated into compulsive and non-compulsive METH takers. Overall, this process will allow us to identify innovative pharmacological treatment intervention. Therefore, the use of RNAscope analysis and procedure will allows us to decipher the molecular changes that underlie the difference in the behavior of the two phenotypes. However, interested parties may identify their interest and capability to respond to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.
