Description

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED.� The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole-source, firm-fixed-price purchase order with Arrowhead Forensics to procure color FSIS Lab System and accessories. Only this suggested source can furnish the requirement because the Terrorist Explosive Device Analytical Center (TEDAC) Scientific and Biometrics Analysis Unit (SBAU) Latent Print Discipline requires the FSIS 2 in order to capture and detect latent prints on items of evidence submitted to the FBI Laboratory Huntsville location. Market research was completed by examining pertinent specifications and capabilities from vendor websites, reviewing catalogs and other generally available product literature published by manufacturers, distributors, dealers, and recommendations from other technical members of the government and scientific community. The FSIS 2 has been internally validated by the FBI Laboratory Latent Print Discipline and is currently in use at the Huntsville location.� TEDAC SBAU must purchase additional FSIS 2 to replace older model FSIS cameras that are no longer functioning properly. This notice will be distributed solely through the SAM.gov website. Interested parties are responsible for monitoring the SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Industrial Classification System (NAICS) code for this procurement is 453998 � All Other Miscellaneous Store Retailers (except Tobacco Stores); the size standard is 500 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.� This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability by responding to this requirement by contacting Naporshia Jackson via email only at NLJackson@fbi.gov, no later than 8:00am (CST) on Monday, July 18, 2022.� Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered.� Information received will be used solely to determine whether to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.� Vendors must be registered in the System for Award Management (SAM), effective July 29, 2012, to receive government contracts. The FBI utilizes a financial system that has a direct interface with the SAM.� Please ensure that your company�s SAM information is updated and accurate. This includes: TIN, EFT, DUNs, addresses, and contact information.� The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
