Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Eckert & Ziegler Isotope Products, Inc., for the purchase of six (6) radioactive sources for the Physical Measurements Laboratory (PML), Radiation Physics Division, Radioactivity Group. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. � The National Institute of Standards and Technology (NIST) requires six (6) 137Cs sources that shall be capable of emitting gammas and/or betas to perform necessary measurements for the DHS S&T and FEMA.� The NIST Radioactivity group shall be required to perform measurements using different types of instruments for DHS S&T as part of a project that is led by FEMA.��� The instruments in which will be used to perform these measurements shall be provided by FEMA.� In order to perform the measurements, using the instruments provided by FEMA, very specific radioactive sources must be procured.� The sources must have specific characteristics per the requirements as set forth in the Interagency Agreement between DHS S&T, FEMA and NIST.� Below is a description of the source requirements:� 1) Source 1� Cs-137 Gamma Reference Source� Activity: 37 kBq� Activity Tolerance: � 10%� Activity Calibrated, Certificate� Drawing: needs to be provided to include source dimensions� Active Diameter: 1 mm� Overall Dimensions: � 10 mm x 3 mm� Activity incorporated in organic ion exchange bead or in ceramic� 2) Source 2� Cs-137 Gamma Reference Source� Activity: 3.7 kBq� Activity Tolerance: � 10%� Activity Calibrated, Certificate� Drawing: needs to be provided to include source dimensions� Active Diameter: 1 mm� Overall Dimensions: � 10 mm x 3 mm� Activity incorporated in organic ion exchange bead or in ceramic� 3) Source 3� Cs-137 Beta Reference Source� Activity: 37 kBq� Activity Tolerance: � 10%� Activity Calibrated, Certificate� Drawing: needs to be provided to include source dimensions� Active Diameter: 5 mm� Overall Dimensions: � 10 mm x 3 mm� Activated plastic layer with 5?m titanium foil cover� 4) Source 4� Cs-137 Beta Reference Source� Activity: 3.7 kBq� Activity Tolerance: � 10%� Activity Calibrated, Certificate� Drawing: needs to be provided to include source dimensions� Active Diameter: 5 mm� Overall Dimensions: � 10 mm x 3 mm� Activated plastic layer with 5?m titanium foil cover� 5) Source 5� Cs-137 Beta Reference Source� Activity: 25 kBq� Activity Tolerance: � 10%� Class 2 Source� DAkkS Certificate� Drawing: needs to be provided to include source dimensions� Active Dimensions: 240 mm x 190 mm� Overall Dimensions: 250 mm x 210 mm x 6 mm� Anodized aluminum foil, thickness of the activated anodized layer approx. 5 �m� 6) Source 6� Cs-137 Beta Reference Source� Activity: 161 kBq (0.00845 ?Ci/cm2)� Activity Tolerance: � 10%� Activity Calibrated� Nominal Beta Emission Rate� Certificate� Drawing: needs to be provided to include source dimensions� Active Dimensions: 250 mm x 200 mm� Overall Dimensions: 270 mm x 220 mm x 6 mm� Anodized aluminum foil, thickness of the activated anodized layer approx. 5 �m� FEMA sets guidelines for response to a radiological emergency raised from a nuclear detonation, a nuclear accident, or a radiological event in the US. To test the requirements set in these guidelines certain specific types of sources are needed to perform the necessary measurements as part of the IAA between NIST and DHS S&T these sources are the only ones that can be used for the measurements. No other manufacturer can produce the sources to the required specifications.� Without the procurement of these specific sources, the measurements needed to meet the requirements in the IAA cannot be conducted, and information needed by FEMA to update their guidelines to keep the US ready and safe in the case of a nuclear and/or radiological event would not be obtained.� Based on extensive market research performed and communications with other manufacturers in the industry, it has been determined that only Eckert & Ziegler Isotope products can manufacture the required sources to meet the requirements set forth in the IAA. . �Therefore, they are uniquely qualified to fulfill this requirement.� Delivery shall be FOB Destination and completed within the manufacturers established commercial lead time.��� The North American Industry Classification System (NAICS) code for this acquisition is 325180 and the size standard is 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. Eastern on August 3, 2022. Inquiries will only be accepted via email to elizabeth.timberlake@nist.gov No telephone requests will be honored. � A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.�
