- THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Branch, Denver, Colorado, intends to award a single source purchase order with Schweitzer Engineering Laboratories, Inc. (Schweitzer) located in Pullman, Washington DESCRIPTION/BACKGROUND Bureau of Reclamation intends to sole source contract with Schweitzer for Mary's Lake Remote Terminal Unit (RTU), Programmable Logic Controller (PLC) hardware upgrade from analog to digital. NAICS 335314; Relay and Industrial Control Manufacturing, size standard 750. Market research indicates that Schweitzer is the only vendor that can provide the following items: Schweitzer Engineering Laboratories SEL-2242 (Part# 2242S1X0) Schweitzer Engineering Laboratories SEL-2244-2 (Part# 22442424X0) Schweitzer Engineering Laboratories SEL-2244-3 (Part# 22443131X0) Schweitzer Engineering Laboratories SEL-2245-2 (Part# 2245#2C29) Schweitzer Engineering Laboratories SEL-3505-3 (Part# 3505#NN6F) Schweitzer Engineering Laboratories SEL-9322 (Part# 93223XX) Schweitzer Engineering Laboratories SEL-2742S (Part# 2742S#8HG5) Schweitzer Engineering Laboratories SEL-2740S (Part# 2740S#04C3) The statutory authority for other than full and open competition is FAR 13-106-l(b)(l)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(l), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to chainsworth@usbr.gov within seven (7) business days of this notice. Any information received will be treated as market research information towards future similar or same requirement. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.
