- Description
- This is a notice of intent to award a sole source contract and is not a request for competitive proposals.� The USDA, NRCS proposes to procure Google Earth Engine Services to support NRCS's creation of a nationwide soils information product to support conservation on a 12 month period. The subscription Enterprise Agreement for Public Sector GCP - GEE ) Part No. 9A92-40AE-8D00-2) 02 GPC-GEE Technical Support Services (Setup) exhibits the Google Earth Engine platform subscription for 10 simultaneous users and is inclusive of all costs to the Government from the platform standpoint - including storage (upload and access to stored or derived data), access, processing, and dissemination. The proposed Enterprise License for GCP-GEE allows for 10 licensed users each with unlimited use. The workload will include Goodge cloud Platform (GCP) services such as Google Earth Engine, Google Cloud Storage, Google Compute Engine, Google BigQuery GIS, Google Cloud AI Platform, Google Cloud Identity limited to ""Earth Observation and Remote Sensing Workloads"" for up to 10 users. The Expert Technical Support Services will be provided for initialization and configuration of the platform. Expert technical support services are proposed in the amount of 56 hours of labor during the setup period.� This is on a basis other than full and open competition, Sole Source, Firm Fixed Price from Next Tier Concepts, Inc.� The proposed contract action is for commercial items for which the Government intends to solicit in accordance with Federal Acquisitions Regulations 13.106-1(b), Only one source reasonably available and no other supplies of services will satisfy the agency's requirement.� The North American Industry Classification (NAICS) for this acquisition is 518210 - Data Processing, Hosting, and Related Services. This is not a solicitation for competitive quotes, however, if any other interested party believes that it can provide the required products, it may submit a statement of capabilities. Capability statements must display sufficient detail and evidence to determine if the party has the ability to provide the required products. The statement of capabilities must be furnished in writing and emailed to samantha.brown-dinkens@usda.gov by 16 July 2022 @ 1400 EST. The Government will not pay for information received in response to this announcement.� A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This is a notice, and a solicitation will not be issued. Oral communication will not be accepted in response to this notice.��
