NUMBER: PR: 0040567310 POSTED DATE: 7/13/2022 SUBJECT: Near Real-Time VIIRS Fire Heat Data and Images This announcement constitutes the only notice. This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than August 13, 2022, by sending an e-mail to soaks@blm.gov; however, any technical data received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), BLM-AK/Alaska Fire Service intends to issue a sole source, firm-fixed price order to: COMPANY: University of Alaska, UEID FDLEQSJ8FF63 FOR : $1,121,107 ON: 9/1/2022 NAICS: 541370 Geographic information system (GIS) base mapping services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirement Determinations not to compete this proposed procurement were made because: The University of Alaska Fairbanks, UAF-GINA has been the only Alaska provider of near real-time (NRT), satellite-derived wildland fire monitoring data products and has been providing them AFS since 2003. The products are critical for AFS and our interagency partners because they provided NRT information on wildland fire location, spatial extent, behavior, and potential intensity several times per day. Access to this NRT information has changed the way AFS identifies, maps and monitors fires, significantly reducing cost and exposure to agency personnel. In recent years, UAF-GINA has been producing VIIRS Fire Heat Detection Points and VIIRS Fire Image Collection products and providing these products to AFS and our partners in near real-time. The VIIRS Fire Heat Detection Points and Fire Image Collection are derived from the same instrument. When taken together, the VIIRS Fire Heat Detection Points and Fire Images provide fire managers and fire behavior analysists with a clearer understanding of fire extent and behavior. This is especially true for wildland fires burning far from population centers. The ability to easily incorporate the VIIRS Fire Heat Detection Points and Fire Image Collection into the existing ArcGIS Online web applications significantly reduces the technological barriers encountered by users needing access to this information. Because AFS has built multiple web mapping application using the Esri ArcGIS Online platform, Esri REST Services the preferred solution.
