OTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT Solicitation Name: 22_HB_FAN_PROCUREMENT Solicitation Number: NM-AN2120-22-01303 � The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Purpose: Procure 6 new tubeaxial fans/motors for the NOAA Ship Henry Bigelow to replace existing fans. � The material will be procured from: Howden American Fan Co. 2933 Symmes Road Fairfield, OH 45014 Tel: (513) 874-2400 Attn: Bill Mathias The North American Industry Classification Code (NAICS) for this acquisition is 333413 Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing; the small business size standard is 500 Employees The vessel requires 6 tubeaxial fans to replace existing fans. Howden American Fan Co has a distributor listing of which most locations are ordering through their facility. Other vendors which populated could not be identified in sam.gov. The Government is not aware of any other vendors that are authorized to provide, service, or support this Fan request without compromising OEM delivery, or additional markups. All current HVAC fan aboard the NOAA Ship Henry Bigelow, as well as sister ships, are America Fan Co. (Now Howden American Fan Co.) tubeaxial fans. The fans are sized to fit in the existing HVAC ductwork and foundations. If fans from other companies are provided then extensive modifications to the ductwork and foundations will need to be done to allow for the installation of the fans from companies other than Howden American Fan Co. The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Howden American Fan Co, under the authority of FAR 13.106-1(b)(1)(i). This is not a solicitation for competitive quotes. Award is to be made 7/22/2022 however notice shall remain posted for 14 days. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required service while also be authorized by the manufacture. The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the system requirements.
