- Sources Sought Notice 1.�GENERAL:�This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the purchase of Breaker Switchgear Assemblies and Medium Voltage Buses for the Bonneville Powerhouse I Main Unit Breaker Replacement, at Bonneville Dam in Oregon. NO SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing the solicitation number will be issued on Contract Opportunities on SAM.gov later. The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community. Small Businesses, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HUBZone) Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) are highly encouraged to respond. 2.� DESCRIPTION OF REQUIREMENT:�The scope of the project is the design and manufacturing of custom 15 kV switchgear, requiring a draw out circuit breaker, disconnect switch, and custom buswork, to fit within the allowable space that currently exists at Bonneville Powerhouse 1 on Elevation 65.� CENWP expects to solicit a contract for: The Design, Manufacture, and Design Test of a Prototype Switchgear Assembly Supplying ten (10) Main Unit Breaker Switchgear Assemblies and five (5) Transfer Bus Breaker Switchgear Assemblies Supplying Medium Voltage Bus for Switchgear Assemblies, Delta Bus Potential Transformers, Transfer Bus Isolation Breaker and Transfer Bus Potential Transformers Support and Supervise Switchgear Installation, Commissioning, and Acceptance Testing Contractor-Furnished Training of Government Personnel As-built Drawings and O&M Manuals A successful project will provide a metal enclosed switchgear rated and tested as an assembly per IEEE C37.20.2 and C37.20.3 consisting of: 15kV Generator rated breaker per IEEE C37. 013, draw out, 3000 Amps, 95 kV BIL, 75kAIC interrupting capability 15kV Disconnect switch per IEEE C37.20.4: 15 kV, 3000 Amps continuous, 195A Peak Current for 2 sec. 15kV Bus, segregated Phase and Iso-Phase, and connections as needed to connect to existing bus connections. The Portland District intends to make available the following government furnished equipment in support of this project: 19 Eaton 15 kV, 3000 Amp, 75kAIC Generator breakers 19 Eaton Mini-Mod Breaker Cassettes Contact Type: The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to support and make acquisition strategy decisions, including, if appropriate, a small business set-aside decision. CONTRACTOR QUALIFICATIONS:�CENWP seeks information from contractors regarding their experience and capabilities to perform the work required to complete this project. With respect to past experience, responses to this Sources Sought Notice should include a demonstration through references, project lists, or reports, that your company possesses experience completing projects that required: Statement of Capability (SOC) should address the following items: Capability to design Switchgear Assemblies Capability to perform design tests on custom switchgear built to IEEE C37.20.2 and C37.20.3; with all properly rated components tested together as a complete product. Capability to manufacture isophase and segregated phase bus per C37.23. Providing manufacturer Supervised field installation and testing. Providing flexibility of switchgear design to allow for bus and switch location adaptability to fit differing configurations. 4. SUBMISSION INSTRUCTIONS:�Responses to this Sources Sought Notice must be submitted electronically (via email) SUBJECT: SS - Main Unit Breakers at Bonneville Dam. Please send to Nicole Adams, Contract Specialist, at nicole.a.adams@usace.army.mil in Adobe Portable Document Format by 1400 PT, 22 July 2022. A response to this Sources Sought Notice shall be limited to ten (8) pages and shall include the following information: Point of Contact name, email address, and phone number. CAGE Code and DUNS number. In the event that you are a small business under NAICS 335313 or that of a similar size standard, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB. Relevant information on the company's experience and capabilities as it pertains to the proposed work outlined in the Project Description and the elements found in Paragraph 3. Information regarding a minimum of one project similar in size, scope, and complexity to this project, including a brief description of the project, customer name, timeliness of performance, contract number, customer satisfaction, and the dollar value. The Government may verify information in CPARS or PPIRS. 5. DISCLAIMER AND IMPORTANT NOTES:�This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested companies must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
