Description
Synopsis: The Department of Interior, Bureau of Reclamation (BOR), Columbia Pacific-Northwest Region has a requirement to perform and maintain streamgauging operations in the Malheur, Burnt, Powder, and Crooked River Basins, Oregon. The applicable North American Industry Classification System (NAICS) is 221310. Size standard for this NAICS is $30 Million. The Service Contract Act applies to this procurement. The work consists of providing streamflow data for water resources management of the Malheur, Burnt, Powder, and Crooked River Basins. The project is to manage the water effectively and provide accurate up to date streamflow data that is critical so that water manages can manage water for irrigation diversions, flood control releases, and fisheries. The Government intends to procure specialized services on a single-source basis, in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements, and under FAR subpart 13.5 procedures. The Oregon Constitution is the basis on which any rule or laws related to water or water use is predicated. This includes managing, monitoring, and protection of water resources. This is to award a sole-source firm-fixed priced contract to Oregon Water Resources Department (OWRD). In the document �Water Rights in Oregon, An Introduction to Oregon�s Water Laws,� OWRD is the state agency charged with administration of the laws governing the allocation of surface water and groundwater resources. Reclamation intends to award one firm fixed-price contract. The initial period of performance (base year) shall be September 1, 2022 through August 31, 2023, with four 1-year options with an end period of performance of August 31, 2027. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued. Interested persons may identify their interest and/or provide a capability statement to Mr. Terry L. Mest, Contracting Specialist, by email at tmest@usbr.gov. All capability statements received within 15 days after the publication of this announcement will be considered by Reclamation. All responses should include the vendor�s SAM Unique Entity ID (UEI). Vendors should identify themselves as either a small business or any other than small business in accordance with the above referenced North American Industry Classification System (NAICS). Vendors should also describe their full authority to access the gaging stations and the equipment at those stations, as well as the ability to conduct flow measurements, sensor calibration, site maintenance, and provide streamflow records on the existing equipment. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
