Description
NOTICE OF INTENT FOR A SOLE SOURCE. This acquisition will be in support of Department of Homeland Security, Customs and Border Protection (CBP), Aviation, Maritime, and Border Technologies Contracting Division (AMBTCD).� CBP intends to award a Cost-Plus Fixed Fee (CPFF) Contract for the procurement of Minotaur Rapid Reaction and Prototyping Engineering Support on a sole source basis to John Hopkins University/Applied Physics Laboratory (JHU/APL), 1100 John Hopkins Rd., Laurel, MD 20723. The Minotaur Mission Processor software (MMS) provides integrated capabilities for building, disseminating, and exploiting real-time tactical all-source overland and maritime Intelligence, Surveillance and Reconnaissance (ISR) information through an enterprise.� The services to be acquired are for Systems Engineering and Technology Evaluations to include intensive assessment of system capabilities to adapt and upgrade the current Minotaur Mission Processor software baseline for overland and maritime operations. The improved system capabilities will allow for the continuation of critical services to support�the timely implementation and retrofit activities to install the Minotaur Mission Processor and its associated software baseline onto manned and unmanned Air and Marine Operations (AMO) aircraft, providing each aircraft with overland and maritime surveillance capabilities. This is a non-competitive contract action under the authority of FAR 6.302-1(a)(2) - only one responsible source and no other supplies or services will satisfy agency requirements.� Given that JHU/APL maintains proprietary ownership of Minotaur software which currently encompasses about 12 million lines that are proprietary to JHU APL-developed source code, plus an even larger body of 3rd party software tools.� The Justification and Approval will be posted in accordance with FAR 6.305(a). The anticipated contract period will be for a base year and four (4) option year periods.� This notice is neither a request for proposal nor an invitation for bids. There is no formal solicitation available for this requirement at this time. Companies interested in subcontracting opportunities should contact JHU/APL directly.
