- National Park Service (NPS) - National Capital Area (NCA) - George Washington Memorial Parkway (GWMP): Repair Turkey Run Loop Road and Parking Lot Pavement The National Park Service � National Capital Area has a road construction and parking lot repair project on the Turkey Run Loop Road, located in George Washington Memorial Parkway (GWMP). This announcement 140P3022R0028 REPLACES PRE-SOLICITATION ANNOUNCMENT 140P3022R0004 in its entirety which was originally published back on October 14, 2021, so please reference this one, and disregard that announcement going forward. GENERAL: This is a NEW requirement. This is a PRE-SOLICITATION NOTICE only and does not constitute a solicitation; accordingly, no response is due at this time. No questions nor phone call will be accepted about this pre-solicitation notice. All questions and phone calls will be addressed after the solicitation is posted through official amendments. Specific instructions on submitting proposals will be contained in the solicitation documents. It is anticipated that the solicitation will be issued sometime after July 23, 2022! The entire solicitation package, including all attachments, will be available electronic through SAM.gov only. Paper copies of this solicitation are not and will not be made available. Anyone wishing to participate in this proposed procurement must obtain their copy from SAM.gov | Home. Copies will not be mailed from the Contracting Office. All amendments will be posted on SAM.gov | Home. Contractors will be solely responsible for obtaining amendments from this site to update files. PROJECT SCOPE: The Contractor shall provide all material, labor, and equipment required to perform the work described herein according to the contract plans and specifications. The general scope of work includes: (1) full-depth pavement repair of the Turkey Run Loop Road (2) full guard rail and wooden post replacement on Turkey Run Loop Road (3) Parking lots C-1 and D-2; pavement repair (4) Crack seal and place thin asphalt overlay at parking lots C-2, B, and GWMP HQ (5) Installation concrete curb at C-1 Parking Lot (6) Application of permanent pavement markings to all new paved areas Work also includes temporary traffic management control during construction; coordination with other contractors working on or near the Turkey Run Loop Road and related Parking Areas, construction quality control testing, and other worked detailed in the solicitation not addressed specifically in this announcement. Additionally, the contract period of performance will have strict timetables in order to complete the work due to other work being performed and some security issues in some of the areas. Some work may be conducted in phases. The project will consist of base items and five (5) optional items, that are subject to availability of funding as follows: Base Item Schedule A � Turkey Run Road Replacement Optional Items � Subject to the Availability of Funding Schedule B � Parking Lot C-1 Schedule C � Parking Lot C-2 Schedule D � Parking Lot B Schedule E � Parking Lot A � GWMP Headquarters Schedule F � Parking Lot D-2 � US Park Police Note, contractors are hereby advised to ensure that pricing is balanced, as there is in no guarantee that the optional items will be awarded, and if the optional items are awarded, there is no guarantee that all of them will be awarded if funding becomes available. PLACE OF PERFORMANCE: George Washington Memorial Parkway - Turkey Run Loop Road. ESTIMATED MAGNITUDE OF CONSTRUCTION: In accordance with FAR 36.204, the project magnitude is estimated to be between $1,000,000 and $5,000,000. PROCUREMENT TYPE: The Government anticipates awarding a single firm-fixed price contract award from the solicitation. The Source Selection will be conducted under FAR Part 15.101-2 Lowest Price Technically Acceptable Source Selection Process. SET-ASIDE: This acquisition will be a 100% Small Business Set-aside. Offers will only be accepted from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. NORTH AMERICAN INDUSTRIAL CLASSIFICATION SYSTEM (NAICS) CODE AND SMALL BUSINESS SIZE STANDARD: The NAICS code for this project is 237310 � Highway, Street, and Bridge Construction and the small business size standard is $39.5. BONDS: All offerors will be required to submit bid guarantee in accordance with FAR 52.228-1 Bid Guarantee. The successful offeror shall be required to provide performance and payment bonds for 100% of the contract award price. PERIOD OF PERFORMANCE: The contract performance period is expected to be 60 days from the start date on the Notice to Proceed, for base item. Will be adjusted accordingly if optional items are included at award, or added later. There will prebid meeting scheduled for this project, but date, time, and location have not been determined as of this pre-solicitation announcement. They will be made known at time of issuance of the solicitation. Contractors will be strongly encouraged to attend. NOTE 1: All prospective contractors must be registered in the System for Award Management (SAM) database at http://www.sam/gov/ before award of contract; failure to register in the SAM database shall cause your firm to be ineligible for the award and removed from consideration. NOTE 2: As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C. 8102(c)(3)), the offeror certifies, by signing this offer, that biobased products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 2902, subpart B) to be used or delivered in the performance of the contract, other than biobased products that are not purchased by the offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.
