Sources Sought Synopsis (Request for Interested Manufacturers) FROM: Janet Harvey/409 SCMS/GUME TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 SAM Post Title: Request for Interested Manufacturers for the following items: 20MM Transfer Unit, NSN 1005-01-046-3536, Part Number 211F603 20MM Transfer Unit Assembly, NSN 1005-01-105-5476, Part Number 211F562 SUBJECT: The Government is conducting market research to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the 20MM Transfer Unit 1005-01-046-3536 and the 20MM Transfer Unit Assembly 1005-01-105-5476. Item Description: NSN: 1005-01-046-3536 The 20mm Transfer Unit is attached to the M61A1 gun and is gear-driven by the gun. Gear-driven sprocket assemblies and guides within the transfer unit maintain positive control of the rounds and conveyor elements passing through the transfer unit. The transfer unit removes rounds from the conveyor, places the rounds into the extractor lip of the gun breech bolts, receives expended cases and unfired rounds from the gun breech bolts, and places them in the conveyor. NSN: 1005-01-105-5476 20mm Transfer Unit Assembly is mounted to the feeder assembly by two quick-release pins, is a four shaft and sprocket assembly in a two-piece housing. The element sprocket assembly drives the conveyor belt assembly. The element guides guide conveyor belt elements as they turn around in the transfer unit assembly. An acceleration sprocket assembly receives ammunition from the interface unit and accelerates the rounds to match the rotational speed of the gun. After the round is accelerated, it is passed on to the transfer sprocket assembly (feed side) for handoff to the feeder assembly. After a round is fired, the spent case or unfired round is ejected by guide bars and picked up by a sprocket in the unload drive assembly. The transfer sprocket assembly (return side) receives the unfired round or spent case and transfers it to the deceleration sprocket assembly. The deceleration sprocket assembly decelerates unfired rounds or spent cases to match the speed of the conveyor assembly. After deceleration, spent cases or unfired rounds are placed into elements in the conveyor belt for return to drum storage. Impediment to Competition: AMSC H. The Government physically does not have in its possession sufficient, accurate, or legible data to purchase this part from other than the current source. This code is applicable only to parts under immediate buy requirements and only for as long thereafter as the deficiency is under review for resolution and appropriate recoding. This code is only assigned at the conclusion of limited screening, and it remains assigned until the full screening process resolves physical data questions and results in assignment of a different AMSC. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid. These parts are undergoing a transition to model-based definition and the 3D solid models must be validated before an AMSC C-code is assigned to the item or an AMSC G-code is assigned to the item, although the Air Force has the completed 2D Technical Data Package (TDP). The 3D model will not be released to Air Force (AF) until the model can be validated against the actual manufactured part. The 20MM Transfer Unit and the 20MM Transfer Unit Assembly shall be coded �H� for the first buy only in order to validate the 3D models at General Dynamics CAGE 05606. To prevent backorders, contracts may concurrently be awarded per previous revision until the current revision is validated. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to General Dynamics-OTS (CAGE 05606) for the manufacture of the 20MM Transfer Unit and the 20MM Transfer Unit Assembly in support of the F-16 Aircraft program. The government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
