Description
This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or an obligation on the part of the Government to acquire and products or services. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� No contract awards will be made from this notice and no solicitation is available at this time. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information.� No funds have been authorized, appropriated, or received for the effort. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response.� Companies may be contacted if we need further information to fully understand the marketplace.� The IFRCO is not seeking proposals and will not accept unsolicited proposals as a result of this RFI.� Please be advised that all submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP). 1.� The purpose of this effort is to acquire Technical, Logistics, and Program Management Services as required for the R&D, combat, and sustainment missions to support integration of air defense systems and rapid development of air defense systems for the Integrated Fires and Rapid Capabilities Office (IFRCO) in the Program Executive Office � Missiles and Space (PEO MS).� CONUS & OCONUS operations will be required to satisfy the requirements of the user.� IFRCO is a result of a re-alignment of the PEO MS and coordinates activities of the various PEO MS Project Offices (re-aligned by product types) to reduce Army air defense gaps. 2.� Tasks associated with these services include research and development to improve US Army air defense capabilities by better utilizing current fielded systems, defining improved capabilities for current fielded systems, and defining capabilities for new systems and the development of new systems, but will more likely involve the transition of rapidly developed systems to programs of record in existing Project Offices. 3.� Support will be provided in several functional areas, including but not limited to the following: Professional/Ancillary, Management, Systems Engineering, Advanced Technology and Concept Development, Design Documentation and Technical Data, Engineering, Engineering Process Improvement, Integration, Interoperability, Modeling and Simulation, Requirements Analysis, System Design, System Integration, System Safety Engineering, Test and Evaluation, Technical Documentation, Architecture Design, System Verification and Validation, Data Management, Technical Planning, Systems Engineering Training, System Security and Cybersecurity, Product Assurance, Configuration Management, System Effectiveness & Analysis, and Software Development, Test Target Support, and Logistics Management. 4.� Please provide responses to the following questions. � � �a.� What is the single largest contract or task order you have had in the past 5 years for any federal organization, including both CME numbers and total contract value? � � �b.� Does your current employee base have experience supporting foreign military customers? � � �c.� Does your current employee base have experience in the applicable technological areas of air defense?� If not, how would you acquire this experience? � � �d.� Does your current employee base have experience in innovative Systems Engineering techniques?� If not, how would you acquire this experience? � � �e.� Does your current employee base have with current and future air threats to the US Army?� If not, how would you acquire this experience? 5.� All submissions shall include the full company name, Commercial and Government, Entity (CAGE) code, mailing address, business size (large or small), and the appropriate point of contact information.�� 6.� Responses shall be no more than 5 pages and emailed to the Contract Specialist, Tawanda Agee; Tawanda.l.agee.civ@army.mil and the Contracting Officer,� Terry Carter; Terry.carter5.civ@army.mil no later than 4:00 pm EDT, July 21, 2022.
