- Naval Air Systems Command (NAVAIR) intends to negotiate a contract on an other than full and open competition basis with Astronautics Corporation of America, Oak Creek, WI, for the procurement of the AFI-4700 Electronic Flight Instrument (EFI) and supporting technical documentation for required Federal Aviation Administration (FAA) Technical Standard Orders (TSO).� The contract will include associated software updates, flight test and engineering support, and contract options to procure up to 70 hardware units.� The anticipated contract award is the second quarter of Government Fiscal Year 2023. This action will be procured pursuant of FAR 6.302-1 �Only one responsible source and no other supplies or services will satisfy agency requirements.� Astronautics Corporation of America is the original equipment manufacturer of the AFI-4700 EFI, which is the only EFI that meets the Government�s size, hardware and software design assurance level, and certification requirements. �As such, Astronautics Corporation of America is the only source with the requisite knowledge, experience, and data necessary to provide the Government�s requirements and FAA TSO authorization in the most cost effective and timely manner.� This software update will ensure that the EFI meets Navy Performance Based Navigation (PBN) Specification when integrated with a Wide Area Augmentation System (WAAS) receiver system.� This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
