- NOTICE OF INTENT FOR PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Network Contracting Office (NCO) 2, James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Fellenzer Engineering LLP, 22 Mulberry St., Middletown, New York 10940-5784. Fellenzer Engineering LLP. is to continue with the provision of construction period services (CPS) related to the construction project designed by Fellenzer Engineering LLP. Place of performance: Margaret Cochran Corbin Campus NYHHS Manhattan 423 E. 23rd Street, New York, NY 10010. Period of Performance: The period of performance is from award notice to completion of the related construction project. This notice of intent is not a request for proposals; interested parties may express their interest by providing a capabilities statement no later than Thursday, July 21, 2022 at 9:00 AM ET. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after Thursday, July 21, 2022 at 9:00 AM ET, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Fellenzer Engineering LLP. The government believes that the below described services (please see the Statement of Work) cannot be provided by another firm within a timely and practical manner. Fellenzer Engineering LLP. has been performing and has already designed the AE services for this project. The government believes that it would be highly unusual for another design professional to take on the responsibilities, which are generally incidental to an overall agreement for preparation of Construction Period Services. This notice of intent to award a sole source contract is not a request for competitive proposal. There will be no solicitation available for competitive proposal. Phone calls will not be accepted. A determination as to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Scope of Work The A/E CPS services will include but not limited to the following: Twenty-Two (22) site visits/reports RFI responses and corrections/updates to existing plans. Provide a certified industrial hygienist Punchlist inspections and re-inspections. and Update of As-Built drawings all based upon the original scope of work relating to construction project number 630-15-112
