- Sources Sought The General Services Administration, Public Building Service, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support and provide management, supervision, labor, materials, equipment, and supplies necessary to provide Custodial Services at the George Bush International and William P. Hobby Airport for TSA lease-space offices and break rooms located at Houston International Airport, 16930 John Kennedy Blvd, Houston, TX and the Hobby 7800 Airport Boulevard, Houston TX. The requirement contemplated herein encompass approximately 19,634 aggregate square feet of TSA spaces within the airport terminal. George Bush Intercontinental Airport 16930 John F Kennedy Blvd Houston, TX 77032-6020 GSA Bldg. No. TX2597ZZ (15,321 cleanable sq. ft) William P. Hobby Airport 7800 Airport Blvd Houston, TX 77061 GSA Bldg. No. TX2510ZZ (4,313 cleanable sq. ft) The acquisition strategy for this upcoming procurement is to compete the requirement to the maximum extent practicable, utilizing best value selection procedures (technical and price factors considered), with the exception of services that are on the Procurement List maintained by the Committee for Purchase from People Who Are Blind or Severely Disabled (see FAR Subpart ).� In addition, utilization of small business is a priority.� The result of this market research will contribute to determining the method of procurement as well as the small business set-aside.� NO LARGE businesses need respond to this notice.� THERE IS NO SOLICITATION AT THIS TIME.� It is anticipated that the solicitation will be issued in January 2023.� Submission of any information in response to this notice is voluntary and the government assumes no financial responsibility for any costs incurred. Custodial-related services at the George Bush International and the William Hobby Airport include window cleaning, carpet cleaning, floor waxing, restroom/dispensers, kitchen fixtures, stairwells, elevators, and other custodial duties that will be included in the solicitation. The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 561720 with an associated small business size standard of $18.0 Million. The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The government assumes no financial responsibility for any costs incurred associated to this request for capability information. If your organization has the potential capacity to perform these contract services, please provide the following information: (1) A complete and current record of your (System for Award Management) SAM's Registration (Formally Central Contractor Registration CCR) which includes DUNS number/SAM UEI ID, Organization name, address, contact name, email address, Web site address, telephone number, type of organization, small business type (if any), etc; (2) A capability statement supporting claims of organizational and staff capability to perform custodial services, ability to provide environmentally-responsible solutions and products, and methodology for supervisor/manager ability to hire/fire personnel, purchase needed supplies, materials, and equipment; and (3) a list of custodial-related services contracts and associated federal customers with a minimum value of over $500,000 per year. Include whether the custodial work includes multiple-buildings, multi-story buildings, courthouses, high-security areas, office buildings, judicial offices, and/or landscaping and grounds maintenance. Also include the size of facilities (i.e., aggregate square feet). If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. However, GSA may contact sources to gather additional information as required.
