- Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) July 5, 2022 PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Replacement Veterans Affairs Medical Center located in Louisville, Kentucky. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services in support of the Replacement Veterans Affairs Medical Center located in Louisville, Kentucky. This requirement supports VHA's mission by providing contractor support services to help bring the hospital into full planned operations that will provide health care services to Veterans. The intended contract type is an Indefinite Delivery Indefinite Quantity (IDIQ) with a five-year ordering period. The U.S. Department of Veterans Affairs (VA) Replacement Veterans Affairs Medical Center (VAMC) Louisville, Kentucky will represent the culmination of years of strategic planning, with utmost honor and respect, for the benefit of military veterans in the Louisville, Kentucky area. This innovative medical center is being designed and configured to support the highest level of preventive, interventional, maintenance, and extended care to Kentuckian veterans. As a center of health and well-being, it will feature a multitude of primary care, specialty, surgical, and mental health services. As part of its comprehensive approach to health, the medical center will also facilitate geriatric and extended care, home-based primary care, and the Substance Abuse Residential Rehabilitation Treatment Program (SARRTP). Though flanked by two divergent environs, an expressway and residential neighborhood, this 973,000 square foot complex on a 34-acre site creates its own, unique identity derived from the purpose set forth by project stakeholders. Its campus environment establishes the framework for a healing environment by integrating nature with architecture, a concept pronounced by the strategic interwoven design of nature and daylight throughout the complex. The VAMC consists of four major components integrated into one comprehensive design. VA Medical Center East Bar includes Patient Care and Administration West Bar includes Diagnostic / Treatment and Clinics Laundry Component Central Utility Plant (CUP) Component North Parking Garage (6 stories) and South Parking Garage (7 stories) The current projected Day One date is June 22, 2026. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://www.vip.vetbiz.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 15 August 2022. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 15 September 2022. Solicitation initial posting date and the closing date are subject to change as necessary. The first Task Order (TO #1 Project Management and Pre-Planning Support) will be included as part of the solicitation and awarded concurrently with the IDIQ.
