Description
***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, US DOC NOAA OAR GLOBAL MONITORING LABORATORY, intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Teledyne Instruments, INC. out of San Diego, California, for a new Model N500 CAPS True NO2/NOx/NO Analyzer. ***The sole source determination is based on the US DOC NOAA OAR Global Monitoring Laboratory requirement that Teledyne Instruments, INC. is the manufacturer of the Model N500 CAPS True NO2/NOx/NO Analyzer instrument and is the only instrument that will suit our needs. To meet the data quality objectives of the scientific mission, high accuracy and low interferents from other atmospheric constituents are needed. We need to be able to be certain what we are measuring is actually NO and NO2 and no other atmospheric constituents. According to market research, only one analyzer is able to meet the needs of NOAA GML, which is the Teledyne API N500. This scientific equipment is needed to perform the measuring NO and NO2 alongside measurements already being taking by NOAA GML, we will be able to understand more fully these influences and arrive at a more comprehensive understanding of the surface ozone chemistry. Delivery of the units is by 12 weeks after date of award. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
