- SPECIAL NOTICE TO SOLE SOURCE: Agency: Internal Revenue Service (IRS) POC: Angela C. Ortiz | email:� angela.c.ortiz@irs.gov For: Online Professional Networking Services for the Department of the Treasury The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition with Professional Diversity Network, LLC (PDN) for online professional networking services with the approximate start date of September 1, 2022. The Treasury Office of Minority and Women Inclusion (OMWI) is working to expand outreach efforts, ensure recruitment from the most diverse and well-qualified pool of candidates possible, and to cultivate a workplace environment that fosters diversity. Although it is difficult to correlate specific recruitment channels and strategies with the resultant diversity of applicant pools for specific positions, Treasury Departmental Offices is committed to adopting the best strategies to attract minorities and women candidates to our applicant pool. OMWI is enhancing these efforts by incorporating each of the recruitment strategies identified in the Dodd-Frank Act � 342 (f) (1-6). PDN will allow OMWI staff to target distinct diverse professionals in order to secure a well-qualified group of minority and female potential applicants. Also, the staff will be able to attend events aimed at attracting qualified diverse talent. PDN provides an online platform that supports employers that value diversity in identifying and acquiring diverse talent in an Equal Opportunity Office-Office of Federal Contract Compliance Programs (EEO-OFCCP) compliant manner. PDN is the nation�s number one, single source diversity online recruitment company with unique tools and resources that enable recruiters and HR professionals to effectively reach and engage active & passive diverse professionals with a single click or in an intimate face to face setting. A 12-month base period and two (2), 12-month option periods are contemplated for this acquisition. These services were previously acquired under Purchase Order TDO-14-F-153. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EDT on July 13, 2022. Responses shall be submitted to Angela C. Ortiz at angela.c.ortiz@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
