- ***INTENT TO SOLE SOURCE NOTICE-*** Estimated Date of Award: 07/29/2022 Synopsis: The Department of Veterans Affairs, Montgomery, Alabama intends to award sole source procurement for Computrition Commercial Off-Shelf (COTS) Hospitality Suite Software to include an annual subscription, training support and ancillary services. The manufacturer is Computrition, Inc. The applicable NAICS code for this procurement is 511210 Software Publishers with a business size standard of $41.5 Million. The proposed contract is intended to acquire software, database build user licenses, training, maintenance and user support for the Birmingham Alabama VA Medical Center. The contract shall include a base period and four (4) additional option periods, for a total of five (5) years. The Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. Computrition Inc. s software package is the only commercial foodservice software currently available that has demonstrated interface to VA Veterans Integrated System Technology Architecture (VistA)/ Computerized Patient Record System (CPRS) Electronic Health Records using an existing HL-7 interface. Use of a software solution, other than Computrition s software package will require re-development of interfaces within the Birmingham VAMC. Even with such extensive development, full integration with Birmingham VAMC s architecture would still not be guaranteed. Further, any new interfaces created because of using a solution other than Computrition s software would have to be developed, configured and tested. Developing an entirely new software solution when Computrition s existing solution is in use at Birmingham VAMC significant risk of applicability, compatibility and interoperability issues. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 5 days (NLT) 7/12/2022 at 4:00p.m.ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
