Purpose and Objectives: The Department of Veteran Affairs (VA) is seeking contractor(s) who can provide emergency, residential housing and case management services to homeless Veterans as part of the Community Based Health Care for Homeless Veterans (HCHV) program. CERS programs, either directly or through linkage with community and other VA services, provide low demand, time-limited services such as supporting mental health stabilization, Substance Use Disorder (SUD) treatment services, enhancement of independent living skills, vocational training, and employment services. Emphasis is placed on referral and placement into permanent housing or longer-term residential programs utilizing VA and/or community resources. Lengths of stay in CERS typically range from 90 to 180 days with the option to extend based on clinical need. The purpose of this sources sought notice is to obtain information from qualified and experienced contractors who could potentially provide housing, case management services, and rehabilitative services as explained above.
