- U.S. DEPARTMENT OF THE TREASURY OFFICE OF TECHNICAL ASSISTANCE BANKING & FINANCIAL SERVICES TEAM SENIOR ADVISOR The U.S. Department of the Treasury, Office of Technical Assistance (OTA) is recruiting an individual on a competitive basis to serve as a full-time Senior Advisor under a personal services contract for its Banking & Financial Services Team. The position is US-based and significant international travel is required. The Banking & Financial Services Team promotes the establishment and maintenance of appropriate, responsible, and inclusive financial sectors around the world. To achieve this, the program works with central banks, ministries of finance, banking and non-banking regulatory and supervision agencies, deposit insurance agencies, relevant industry associations, and related entities in countries with emerging or transition economies. It also provides technical assistance to countries that have developed economies but are experiencing difficulties in their financial sectors. SCOPE OF POSITION: The Senior Advisor will provide a wide range of policy, managerial and technical advice focused on increasing responsible access to finance in the developing world. This advice shall be furnished to U.S. Treasury officials, resident and intermittent advisors, senior representatives of international financial institutions and senior government officials of the host countries in which the Banking & Financial Services program is operating or intends to operate. The Senior Advisor provides advisory leadership to the expert advisors who deliver technical assistance to foreign counterparts and supports the Associate Director in developing and overseeing international technical assistance projects. The advisor will work in developing and transitional countries worldwide to support U.S. Treasury and U.S. Government economic and national security objectives. The advisor may be deployed to countries with elevated threat levels. QUALIFICATIONS:� Applicants should have significant managerial and technical experience in the financial sector, with a preference for international experience, particularly in developing/emerging markets. Experience might include financial sector development; banking and non-banking supervision; problem financial institution resolution; deposit insurance systems; credit analysis; financial system stability; payment systems; insurance sector supervision; central bank operations; monetary policy; internal audit; accounting and International Financial Reporting Standards (IFRS); and other facets of financial sector activity. Candidates should have strong communication and public presentation skills. Prior overseas work experience in challenging environments is highly desirable. Foreign language capabilities are a plus. Candidates must be U.S. citizens. Background checks and Security Clearance: SECRET level. Must be able to obtain and maintain a required SECRET level security clearance. Successful applicants must be able to obtain State Department medical clearance for worldwide travel. If selected, the applicant will be required to fulfill Office of Government Ethics financial disclosure requirements Please note:� These are PERSONAL SERVICES CONTRACTOR positions; NOT civil service positions. SALARY AND BENEFITS: Salaries will be negotiated in accordance with program regulations prescribed by the Office of Technical Assistance not to exceed the Senior Executive Service EX-III hourly equivalent. The current starting hourly rate is from $71.15 to $89.70 per hour. Overseas benefits are provided as allowed by federal regulations.
