INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisitions, Contracts Management Branch Blue, NIA Section on behalf of the National Institute on Aging intends to negotiate and award a contract to Johns Hopkins Medical Institute for Total RNA-sequencing for Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) participants. � NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541380� �Testing Laboratories with a Size Standard of $16.5 million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 2022-06, dated May 26, 2022. STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT Project Description Project Title: Total RNA-sequencing for HANDLS participants: Cohort 2 Purpose and Objectives Investigators in the Healthy Aging in Neighborhoods of Diversity across the Life Span (HANDLS) study require RNA isolation services and total RNA-sequencing data to examine changes in gene expression associated with frailty progression. General Requirements HANDLS investigators require RNA isolation and total RNA-sequencing data on 192 study participants. The contractor shall isolate total RNA from peripheral blood mononuclear cells (PBMCs) provided by the Government. The contractor shall take the necessary volume from the PBMCs required for total RNA isolation and return any leftover PBMCs to the Government. The contractor shall confirm RNA quantity and quality. The contractor shall contact the Government if any sample(s) fails to pass these quality checks and discuss how the Government would like to proceed. The contractor shall prepare ribosomal RNA (rRNA) depleted sequencing libraries for all samples. The contractor shall sequence the libraries at a target read depth of 50 million reads per sample, but no less than 40 million reads per sample, using 2�150 base pair runs. Higher read depths are preferred. The contractor shall perform initial quality control checks on the resulting raw sequencing data and confirm the sequencing run passes industry-established standards. The contractor shall provide written summaries and documentation of the methods used to perform the total RNA-sequencing pipeline. The contractor shall supply the total RNA-sequencing data in a mutually acceptable electronic format that preserves study participants� confidentiality. Following data delivery and upon request by the Government, the contractor shall participate in Government laboratory staff meetings to provide technical consultations as needed. Period of Performance The anticipated period of performance is one year from date of award. �CLOSING STATEMENT This synopsis is not a request for competitive proposals.� However, interested parties may identify their interest and capability to respond to this notice.� Responses to this solicitation must include clear and convincing evidence of the offeror�s capability of fulfilling the requirement.� Capability statements must also include the Company Name, Unique Entity ID from SAM.gov, Physical Address, and Point of Contact Information. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.� � All responses must be received by July 15, 2022 at 4:00 PM Eastern Time and must reference pre-solicitation number HHS-NIH-NIDA-PSOL-75N95022R00074.� Responses must be submitted electronically to Eric McKay, Contracting Officer, at e-mail address eric.mckay@nih.gov
