REVENUE OPERATIONS WORKFORCE DEVELOPMENT The Resource Connection DiSC® Assessment Tool Site Page 20 of 20 MASTER REQUEST FOR INFORMATION (RFI) Disclaimer: The purpose of this RFI is to gain knowledge of potential qualified sources, their business size classification, and is issued solely for information and planning purposes. It does not constitute a solicitation. Responses to this notice are not offers or quotes and cannot be accepted by the Government to form a binding contract. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information received in response to this RFI that is marked as proprietary will be handled accordingly. Responders are solely responsible for all expenses associated with responding to this RFI. The Government is not obligated to, nor will it pay for or reimburse respondent parties for any costs associated with responding to this RFI. It is your business s responsibility to monitor Opportunities and GSA E-buy for release of any future solicitations that may result from this RFI. However, responses to this RFI will not be considered adequate responses to any resultant solicitation. Is your business primarily engaged in the retail or wholesale trade and normally sells this type of item being supplied? 1: Title of Project: The Resource Connection (TRC) DiSC® Assessment Tool Site 2: Background: Revenue Operations Workforce Development (RO) (WFD) is the centralized training unit for RO. Within RO WFD, the Employee Development (ED) team is tasked with providing developmental opportunities for managers and staff. Training delivered shall be aligned with Veterans Affairs (VA), Veterans Health Administration (VHA) offerings and standards. TRC Tool Site will be managed by the Employee Development Manager who is in Smyrna, TN at the Mid-South (MSCPAC). The actual training will be delivered by RO WFD 3. Objective: To procure TRC Tool Site DiSC® ((Dominant, influence, Steadiness, Conscientiousness) by to provide developmental opportunities. 4. Scope of Work: Provide TRC DiSC® Assessment Tool Site. The vendor will be required to provide access and purchase availability. No, training, paper materials, paper packages are needed. 5: Applicable Documents: None 6: Mandatory Items to be Delivered: The Contractor shall deliver the mandatory items and provide the specific deliverables described below within the due date stated in this Statement of Work (SOW). If, for any reason, any deliverable cannot be delivered on time according to the below schedule, the Contractor shall provide a written explanation to the Program Manager (PM)/Contracting Officer s Representative (COR) three days prior to deliverable due date. This written transmittal shall include a firm commitment of when the work shall be completed. This transmittal to the PM/OR shall cite the reasons for the delay and the impact on the overall project. 6.1. Specific Salient Characteristic Traits of TRC DiSC® Assessment Tool Site: The DiSC training with work-style assessment will provide training for employees within RO on the existing online platform (Wiley®). The following tasks will be provided: The credits will be used through the Wiley ® EPIC Account internet site of the contractor (https://admin.wiley-epic.com). The funding of the contract is turned into credits. Credit is a pre-determined monetary value (ex 1 credit = $3.85). Credits will be used to purchase: Workforce Assessments Management Assessments Facilitator Guides 363 Assessments Optional: additional assessments/guides as needed Table 1, Mandatory Items Deliverable Table Deliverable Quantity Due Date DiSC Workforce Assessments 280 Due within 1 month after award effective date. DiSC Management Assessments 80 Due within 1 month after award effective date. DiSC Facilitator Guides 112 Due within 1 month after award effective date. DiSC 363 Assessments 14 Due within 1 month after award effective date. Additional Assessments/Facilitator Guides (Optional) TBD Due within 1 month after award effective date. 7. Evaluated Optional Tasks and Deliverables: None 8. Quality Control: 8.1 Contractor s Quality Control Program: The Contractor shall develop and maintain an effective internal quality control program to ensure that services performed are in accordance with the SOW. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum requirement, the Contractor shall internally develop quality control procedures that address the areas identified below in the Delivery Requirements Summary (DRS). 9. Delivery Details: 9.1 Period of Delivery/Performance: no later than July 1, 2022 9.2. Place of Delivery: VHA Facilities across the U.S. and U.S. Territories. 9.3. Type of Contract: The Government anticipates award of a Firm Fixed-Price contract. 10. Formal Acceptance or Rejection of Deliverables: The Government will review each deliverable within five business days and provide comments if there is a rejection of deliverables. The Contractor shall have two business days to incorporate the Government s comments and make appropriate revisions. 11. Changes to the SOW: There shall be no changes to the SOW, as the SOW is within a binding contract document. If there are any changes to contract terms, conditions, pricing tasks or deliverables, those changes will be administered by a VA Contracting Officer (CO), by way of a contract modification. It is recommended that all involved parties maintain a contract file to include, but not limited to, the original contract document and all contract modifications. Any business activity, rendering of services or any other performance/delivery act not covered by this contract is not financially redeemable and shall not be reimbursed by the government. contract. Costs incurred by the Contractor through the actions of parties other than the CO shall be borne by the Contractor. 12. Confidentiality and Non-Disclosure: By accepting to the terms, conditions and pricing of this contract, the following is agreeable: The preliminary and final deliverables, as well as all associated working papers and other material deemed relevant by VA that have been generated by the Contractor in the performance/delivery of this contract, are the exclusive property of the U.S. Government and shall be submitted upon request to the CO, at the conclusion of the contract, or at any other reasonable time period, during this contract. The CO will be the sole authorized official to release, verbally or in writing, any data, draft deliverables, final deliverables, or any other written or printed materials pertaining to this contract. No information shall be released by the Contractor to any other entity not known as the U.S. Department of Veterans Affairs and/or assigns, to include, but not limited the Contracting Officer (CO) or Contract Specialist (CS) for the U.S. Department of Veterans Affairs. Any request for information relating to this contract presented to the Contractor shall be submitted to the CO for response and decision. Press releases, marketing material, or any other printed or electronic documentation related to this contract shall not be publicized without the written approval of the CO. Non-Disclosure and Conflict of Interest: The Contractor and Contractor s staff may have access to Government-sensitive information and shall be required to sign non-disclosure and conflict of interest statements, prior to the execution of performance/delivery of this contract. 13: Observance of Government Holidays. There are 10 Federal holidays set by law (USC Title 5 Section 6103). Under current definitions, four are set by date: New Year's Day January 1 Independence Day July 4 Veterans Day November 11 Christmas Day December 25 If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. The other six holidays are set by a day of the week and month: Martin Luther King's Birthday Third Monday in January Washington's Birthday Third Monday in February Memorial Day Last Monday in May Labor Day First Monday in September Columbus Day Second Monday in October Thanksgiving Fourth Thursday in November 14: Type of Contract: The Government anticipates award of a Firm Fixed-Price contract.
