Description
The United States Patent and Trademark Office (USPTO) has a requirement to procure hardware and integration, maintenance and support services from a vendor that can entirely overhaul update and maintain its current security system/components to the latest state-of-art technologies. The scope of this effort includes replacing numerous aging desktops and servers, replacing hundreds of analog cameras with IP cameras that connect to the existing Private Security Network (PSN); Replace aging end of life control panels, servers and compellent storage arrays all of which must integrate into an overhauled and upgraded PACS system.� These will be installed in parallel with the existing control panels to afford limited interrupted security operations.� Where needed, extend any cabling to accommodate the new control panels This requirement is agency wide and the comprehensive upgrade of the existing integration services, maintenance and support services will take place concurrently at the USPTO headquarters in Alexandria, Virginia and regional offices in Dallas, Texas, Denver, Colorado, Detroit, Michigan and San Jose, California.� For this procurement, the USPTO is exempt from the Competition in Contracting Act (CICA) as the subject requirement is being procured using the Alternative Competition Method in accordance with the Patent and Trademark Office Acquisition Guidelines (PTAG) and the Patent and Trademark Office Efficiency Act 35 U.S.C. 2(b)(4)(A). In accordance with PTAG 6.1.1, the USPTO conducted market research and did an internal review of the existing security infrastructure and associated contracts.� The results (further described below) indicate that only Siemens Industry, Incorporated, 1000 Deerfield Parkway, Buffalo Grove, Illinois, who holds the current maintenance and security contract, is actively involved in the USPTO existing Physical Access Control Systems Infrastructure and in the process of updating all USPTO OCIO cybersecurity documentation can meet this USPTO requirement. USPTO has a complex agency-wide integrated security system (access control, video surveillance, alarms) with many sub-systems sourced from several different manufactures.� Knowledge of system interdependences is critical to successful and efficient system operation. Siemens, as the current contract holder, currently maintains the various software licenses for installed equipment and other agreements with GSA and has intensive intimate knowledge of the installed software programs seamlessly integrated into various hardware devices that are all interconnected.� Siemens has installed upgrades to the security system, which are all under warrantee, to include a private integrated security IT network, digital video management systems, security intercom system, duress devices, various motion detection systems and a PACS alarm monitoring system that has real time video management programming to view access areas in alarm status.� Siemens has intensive knowledge related to system operation.� As the original installer of most of the campus� upgraded systems and the sole installer and integrator of the four regional offices that all report back to the HQ command center, Siemens has unique and extensive knowledge of the security infrastructure that involves a multi-building campus and numerous geographically office sites that makes them the sole source able to fulfill this requirement. Per� PTAG 6.1.1 (d) , the USPTO intends to negotiate and award a firm fixed price contract. This requirement utilizes NAICS code 561621 and has a period of performance of twelve months from date of award.� This notice of intent is not a request for competitive proposals nor will a solicitation be issued to the public.� Any questions regarding this notice must be submitted in writing via email to the listed point of contact or alternate point of contact.
