Description
STATEMENT OF NEED GENERAL: James A. Haley Veterans Hospital (JAHVH) Police Service requires (15) Harris XL-200P portable radios and associated accessories for use by VA Police Officers for routine and emergency law enforcement communications. BACKGROUND: The James A Haley Police Service utilizes a L3HARRIS Technologies radio system for law enforcement communications within the facility and with outside law enforcement agencies. The system operates on EDACS 700 MHz trunking and VHF bands. VA Police Officers use the L3HARRIS XL-200P portable radios to operate on this system. The VA Police has an existing inventory of one hundred (100) XL-200P radios to support police operations but requires an additional fifteen (15) XL-200P radios with the same features due to increased FFTE police officer positions related to operational expansion. PURPOSE: Police radios are required for police officer communications in the performance of their duties to provide security and emergency response for the James A. Haley Hospital s patients, visitors, employees, and associated properties. Due to increased officer positions from organizational expansion, there aren t enough radios on hand to issue to new officers filling the new positions. The VA Police require this type of radio because the installed police radio system is a P25 multiband L3HARRIS system and the identified radios are compatible with this system and are the same model of portable radio already being used by the facility police officers. SCOPE: James A Haley is requesting contractors provide brand name and model that match the salient characteristics in this section. The equipment feature is essential to the technical requirements to meet the need of the government. BRAND NAME ITEM: XL-PPM1M Portable Radio L3HARRIS XL-200P (Black) with In-Band GPS Feature with Load NIFOG Personality operation with P25 Phase 2 TDMA feature with Encryption Lite feature with 256-AES, 64-DES Encryption feature with P25 and EDACS Trunking package programmed with existing agency frequencies programmed with Logical ID s (LID) to operate on Hillsborough County Sherriff s Office radio infrastructure XLPA3V Battery LI-ON, 3100MAH XL-HC3L Charger Single Bay Radio Charger XL-NC5Z Antenna Flex, Helical, 136-870MHz XL-AE4B Remote Speaker Microphone with Emergency Button XL-HC3L Belt Clip Metal XL-AE3Z Earphone Lapel Microphone FUNCTIONAL AND PERFORMANCE CHARACTERISTICS: Portable Radios must provide the following functional and performance capabilities: Aluminum frame with overall dimensions of 5.8 H x 2.3 W x 1.4 D Black in color, explosive, water and chemical resistant housing Multiband support for VHF, UHF, and 700/800 MHz bands VHF frequency range: 136-174 UHF frequency range: 378-522 700/800 Mhz frequency range: 768-776, 798-806, 806-816, 851-861 Programmed with current Tampa VA Police radio frequencies, talk groups, and security encryption keys Programmed with Individual Logical ID s (LID) for operation on the Hillsborough County Sheriff s Office Radio Infrastructure P25 EDACS capable 1.5/4.0 watt amplifier Noise cancelation Ability to connect to LTE, WiFi, Bluetooth and GPS Ability to set firmware and personality remotely over Wi-Fi Encryption capable Navigation cluster keypad with soft keys and LCD screen Associate accessories needed with each radio 3100 milliamp hour battery Multiband flex antenna (136-870 MHz) Lapel speaker microphone with emergency button Metal belt clip Single bay charger Earphone for lapel microphone
