- Executive Office for United States Attorneys � NetDocuments eLearning Services and Materials Background There are 93 United States Attorneys� Offices (USAOs) located throughout the United States, Puerto Rico, the Virgin Islands, Guam, and the Northern Mariana Islands.� The USAOs have more than 250 staffed office locations.� The USAOs serve as the nation�s principal litigators.� Each USAO handles a diverse docket of criminal and civil cases. The Executive Office for United States Attorneys (EOUSA) provides administrative support for the 94 United States Attorneys� Offices (USAOs).� Such support includes legal education, administrative oversight, technical support, and the creation of policies. The USAOs are implementing the NetDocuments SaaS � a Cloud-based Document Management System in the Microsoft Azure Gov Cloud data center.� This is a multi-year deployment process for which an eLearning component, meeting the requirements stated below is required.� EOUSA is seeking information from contractors with experience training attorneys and legal support personnel to use NetDocuments. EOUSA expects that the following eLearning services and materials will be required to support its NetDocuments implementation: eLearning Platform and Requirements: EOUSA utilizes an AWS GovCloud LMS solution SAP SuccessFactors.� The version is p2205, patch 9.� The eLearning modules will need to be SCORM and Section 508 Compliant per standard Federal Government requirements. EOUSA will need a contractor to design, capture, narrate, and create up to 25 eLearning modules with varying time lengths of 5 to 20 minutes each.� The greatest number will be 15 minutes or less with about five being of greater length.� Voice over narration synchronized with the screen animation is required.� Each module will have a narrated, demonstrative process, per EOUSA-provided Storyboards/Outlines, with one or more Checkpoints (aka quizzes) with an Exam of the demonstrated process at the end of each module.� The modules may require drag and drop motions, tabbed interactions, timelines, and other possible interactions depending on the capabilities available in the design/interaction elements of SAP SuccessFactors. The modules will be developed so that the Checkpoints are interactive � requiring clicking on, �selecting,� the designated �hot-spots� or typing in information to demonstrate that the student has learned the demonstrated skills.� Selecting the correct hot-spot or typing in the correct information will enable the student to select the next required hot-spot and so on until the Checkpoint and/or the Exam are completed.� If the student selects incorrectly, a notice will display that their selection was incorrect and they will be given a second opportunity to click on the correct hot-spot or type in the correct information.� For the Checkpoints, the student will move forward to the next hot-spot after either selecting the correct hot-spot or after two incorrect selections for a specific step.� For the Exam, the same process will apply and a student�s selections will be recorded. Scoring must be able to be wrapped in SCORM 1.2, i.e., sent via SCORM API to the LMS solution SAP SuccessFactors currently being used by EOUSA.� EOUSA will provide Virtual Machines with access to our NetDocuments environment and the NetDocuments client-side applications for purposes of creating the eLearning modules. Vendor Staffing and Security The vendor will need to staff this contract with United States citizens, physically based in the United States, who will be required to go through a background Security screening process. Deliverables Required SCORM package � to be uploaded into EOUSA�s Learning Management System (LMS) Source files � of the draft (for testing in our LMS) and final set of materials Audio files � reflecting the voice over narration that is recorded, added and synchronized with build outs.� Any custom templates built for the course, if applicable. Any images licensed, purchased, or created for use in the course. The USAOs and EOUSA require a knowledgeable, experienced, and skilled contractor to provide the training services described above. No Obligation:� This is only a request for information about potential products/services and no contractual obligation on behalf of EOUSA whatsoever shall arise from the process.� This inquiry does not commit EOUSA, and EOUSA will not pay any costs incurred in the preparation or submission of any response. Response Format:� All respondents shall provide responses to the requirements in Exhibit A in Microsoft Word or Adobe PDF format.� Respondents shall limit their response to 10 pages or less.� The 10-page limit does not include resumes or training materials submitted in response to questions 5 and 6 in Exhibit A. Please provide a detailed narrative demonstrating that you would be capable of creating/providing the eLearning services and materials required to support the NetDocuments deployment the USAOs described in the Background section.� In your response, please explain how you will be able to provide a sufficient quantity of well-qualified staff to support the Tasks listed in point 7 below. Please provide at least five examples of eLearning training materials previously developed.� Specifically provide, if possible, eLearning materials for NetDocuments.� These training materials may be included with your response.� Alternatively, you may provide a link and credentials to a site containing such training materials. Please provide resumes of at least five (5) developers that you believe exemplify the resources you would expect to be able to provide.� Resumes should detail relevant experience, including specific NetDocuments experience. Please provide information regarding the pricing you would expect to be able to offer to EOUSA to support the requirements the USAOs described in the Background section. Please provide an hourly estimate for the build broken out as illustrated in the table below.� For purposes of estimating these hours, please use a 10-minute module with narration, three checkpoints and final exam as the model. Please also provide the hourly billing rate for each of the categories of Task below.
