Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Newport Corporation, Inc., for the procurement of a tunable picosecond laser system. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The National Institute of Standards and Technology (NIST) Quantum Measurement Division requires one tunable picosecond laser to serve as an optical pump for two or more quantum sources of light that produce indistinguishable quantum states in support of the quantum measurement division�s mission to explore the basic capabilities of complex quantum systems to understand critical future quantum technologies for quantum information. The tunable picosecond laser is required to optically excite sources of quantum states, here nonlinear parametric down-conversion crystals, such that states generated by two or more sources are indistinguishable, so we can meet our mission in making and characterizing scalable sources of nonclassical light in support of the quantum measurement division mission. To fulfill its mission, the Quantum Measurement Division requires a high-power, tunable source of laser light. It is important that pulses have low temporal jitter and that the laser�s pulse train can be matched to the pulse train from another, independent, and spatially separated source. In addition, the pulses must have certain spectral properties. The Quantum Measurement Division will use the tunable picosecond laser to generate different types of quantum states, including telecom-compatible quantum states by pumping different nonlinear media and characterizing the output from that media with applications ranging from classical and quantum telecommunication networks, and in-situ source recognition and classification. To test the scalability of such quantum sources, an identical, synchronous, but a physically separated source of quantum states is to be built. The division explores fundamental aspects of the quantum nature of light and develops applications relating to metrology and other areas of NIST�s mission including measurements at and below the standard quantum limit and quantum information. As a part of these efforts, NIST develops scalable sources of quantum states that can be made indistinguishable even if the sources are physically separated by large distances. To show scalability, the new source must be independent and fully identical to the existing source of photons. The new source of photons will be optically excited by a tunable picosecond laser, which in turn has to be identical to the existing tunable picosecond laser, to be purchased here.�� The existing tunable picosecond laser is a Spectra-MKS Tsunami 3950C-X1BB previously purchased in FY 2021.�� Newport Corporation, Inc. is uniquely qualified to provide this equipment as they are the only North American supplier of the Tsunami 3950C-X1BB.�� This system will also require installation by a factory trained technician to ensure that the systems are able to ensure synchronous communications between the two identical systems. Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established commercial lead times.� � The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 1000 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.�
