- SOURCES SOUGHT NOTICE Contractor Instructor, Maintenance, Operation and Training Support (CIMOTS) for Cargo Offload and Discharge Systems (COLDS) INTRODUCTION: The Department of the Navy, Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, FL, seeks potential sources to provide Contractor Instruction, Maintenance, Operation and Training Support (CIMOTS) including Organizational and Intermediate maintenance for the Strategic Sealift Cargo Offload and Discharge Systems (COLDS). Provide operational and training support for approximately 18 different courses totaling an estimated 50 Expeditionary Warfare Training Group, Pacific (EWTGPAC) resident courses and off site Mobile Training Teams (MTT) courses for external Government Customers such as Reserve Force (Naval Reserve Force). The contractor shall be required to provide instructional training (including high and medium risk) training management, maintenance, operational and training support services, for Government (Navy/Marine Corps/DOD) students using Improved Navy Lighterage System (INLS), Maritime Prepositioning Force (MPF) Utility Boat (MPFUB), Lighter, Amphibious Resupply, Cargo, 5 ton (LARC V) craft, and Inflatable Boats or other Government furnished craft/equipment, material and methodologies within formal classroom training on-shore, followed by underway, hands-on training to complete Navy Enlisted Classification (NEC) System requirements to complete EWTGPAC syllabus training. The Contractor shall provide all labor necessary to maintain the training systems and equipment in a Full Mission Capable (FMC) condition to facilitate users training requirements. The Contractor shall be responsible for Organizational and Intermediate maintenance while craft are in EWTGPAC�s� custody. The Contractor will be responsible for managing a 3M work center and perform maintenance on the INLS Craft and supporting training equipment IAW OPNAVISNT 4790. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PLACES OF PERFORMANCE: Performance is required at Expeditionary Warfare Training Group, Pacific (EWTGPAC), Naval Amphibious Base Coronado, CA, Naval Amphibious Base, Little Creek in Norfolk, Virginia in support of Amphibious Construction Battalion (ACB) 2, and Reserve Force locations such as Naval Station Great Lakes, IL, Baltimore, MD and Pensacola, FL. PROGRAM BACKGROUND: The government is aware of only one source that has historically been able to satisfy the requirements of the CIMOTS/COLDS program for the Government. This sources sought synopsis is the Government�s effort to ascertain if any other offeror is able to meet the needs of the Government for these requirements. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.� In doing so, interested sources must submit detailed capabilities and any other information that demonstrates their ability to meet the needs of the Government.� Interested parties should provide documentation on the following: REQUIRED CAPABILITIES STATEMENT: Provide instructor services to teach operation and maintenance of the Improved Navy Lighterage System (INLS), MPF Utility Boats, LARC V craft and Inflatable Boats (high risk training). This includes Mobile Training Teams. (Coast Guard 100-ton Captain�s Licenses are required in some cases) Other elements of instructor support include: Testing, Grading, and Evaluation Remediation Student Administration Course Administration Formal Course Review scheduling and participation Managing instructor training requirements Monitoring the Instructor Training Program Maintaining Instructor Training Records Operate and provide Preventive and Corrective maintenance of fleet assets (�O� and some �I� level): INLS Warping Tugs and Power Modules (including water jet propulsion system) Roll-On, Roll-Off Discharge Facility Floating Causeways Afloat Bulk Liquid Transfer System (ABLTS) Utility Boats LARC V Boats Provide annual five-year assessment of major (depot level) work that will be required for all major water craft in the Prime�s custody. Also, provide subcontracting support in the execution of depot level maintenance as required. This includes the submission of detailed subcontracting packages to the Primary Contracting Officer. Provide curriculum support as requested. Contractor may also be asked to support: New systems/equipment integration support Research, Development, Test and evaluation efforts Subject Matter Expert support Foreign Military Sales Installation, design, testing, and evaluation of equipment alterations or fabrication of equipment for the Government Development, revision and updating of technical manuals Development, revision or updating instructional materials for emerging requirements Disposal of Government property as needed Procuring Technical Training Equipment Development or revision of Job Qualification Requirements (JQR) in Personnel Qualification Standards (PQS) format to include the attendance of workshops as Subject Matter Experts Provide evaluation team support in Naval Beach Group on pre-deployment evaluation/certification to include administrative checks, crew qualifications and mission capability in support of Floating Causeway and RRDF. Manage supply support for an extensive spares inventory KEY PERSONNEL: ����������� Key personnel are those personnel whose aggregate technical and professional experience is essential to successfully perform required instruction and support the equipment. As a minimum the Site Manager, Operations Manager, Deck Supervisor, Chief Engineer and any other Supervisors shall be considered key personnel. Site Manager. The Site Manager must have demonstrated competence through satisfactory, progressive performance as a training manager. As a minimum, this must include a bachelor�s degree and ten (10) years of marine engineering experience or fifteen (15) years technical experience with the deployment, operation, maintenance and retrieval of amphibious systems of comparable complexity to those being supported hereunder, with at least five (5) years in a supervisory capacity. Five (5) of the ten (10) or fifteen (15) years of experience shall be as an instructor. Must have a minimum of two (2) years� experience in HAZMAT and HAZWASTE, storage handling and disposal, and the Navy 3M maintenance program. Must be equivalent to Navy Second Class Swimmer, CPR-A qualified and be eligible for a SECRET clearance. Operations Manager. The Operations Manager must be fully capable to fill in for the Site Manager in his absence. He must have demonstrated competence through satisfactory, progressive performance as a training manager. As a minimum, this must include a bachelor�s degree and seven (7) years of marine engineering experience or ten (10) years technical experience with the deployment, operation, maintenance and retrieval of amphibious systems of comparable complexity to those being supported hereunder, with at least five (5) years in a supervisory capacity. Five (5) of the seven (7) or ten (10) years of experience shall be as an instructor. Must have a minimum of two (2) years� experience in HAZMAT and HAZWASTE, storage handling and disposal, and the Navy 3M maintenance program. Must be equivalent to Navy Second Class Swimmer, CPR-A qualified. and be eligible for a SECRET clearance. Additionally, the Operations Manager will fill in for the Chief Engineer and Deck Supervisors in their absence. Chief Engineer. The Chief Engineer will be the senior marine mechanic and lead instructor for all engineering courses. Must have at least ten (10) years� experience as a marine mechanic with skills in marine diesel electrical, and waterjet systems. Must be well versed in the Navy 3M systems with skills in developing work packages for Navy watercraft. As the senior engineering instructor the Chief Engineer is primarily responsible for curriculum changes and maintenance. Technical curriculum may involve marine diesel, electrical, electronics, waterjets and welding. This instructor uses a computer to organize curriculum and break a complex subject into blocks or units of instruction, Courses may be instructor based, computer-based, simulator based, interactive, or non-interactive. This instructor also teaches short technical courses in accordance with approved curriculum to maintain proficiency and to evaluate and develop new instructional techniques. Job duties also include the following: incorporation of new curriculum in the teaching process (e.g., develops clarification or examples of application related to the subject matter), development and maintenance of classroom techniques that reflect professionalism and good discipline and enhance teaching, development of alternative teaching techniques and scenarios to maintain high motivation and interest in the subject areas, and while acting as the testing officer, the conducting of test analysis or updating of test items. Deck Supervisor. The Deck Supervisor will be the senior small craft operator and lead instructor for all deck operations courses. Must have at least ten (10) years� experience as a small boat operator and hold a current Coast Guard 100-ton license. As the senior deck instructor the Deck Supervisor is primarily responsible for curriculum changes and maintenance. Technical curriculum may involve small craft deck equipment, small boat operations, deck equipment maintenance and rigging. This instructor uses a computer to organize curriculum and breaks a complex subject into blocks or units of instruction. Courses may be instructor based, computer-based, simulator based, interactive, or non-interactive. This instructor also teaches short technical courses in accordance with approved curriculum to maintain proficiency and to evaluate and develop new instructional techniques/courses. Job duties also include the following: incorporation of new curriculum in the teaching process (e.g., develops clarification or examples of application related to the subject matter), development and maintenance of classroom techniques that reflect professionalism and good discipline and enhance teaching, development of alternative teaching techniques and scenarios to maintain high motivation and interest in the subject areas, and while acting as the testing officer, the conducting of test analysis or updating of test items. Engineering Technician. To be covered by these definitions, employees must meet all of the following criteria: Provide semi-professional technical support for engineers working in such areas as research, design, development, testing, or manufacturing process improvement. Work pertains to electrical, electronic, or mechanical components or equipment. Have practical knowledge of science or engineering; positions may also require a practical knowledge of mathematics or computer science. Included are: (1) Workers who prepare design drawings and assist with the design, evaluation, or modification of machinery and equipment. Excluded are: (1) Production and maintenance workers, including workers engaged in calibrating, repairing, or maintaining electronic equipment (see Maintenance Electronics Technician). ����������������������� (2) Model makers and other craft workers; ����������������������� (3) Quality control technicians ����������������������� (4) Chemical and other non-engineering laboratory technicians; ����������������������� (5) Civil engineering technicians and drafters; (6) Engineers required applying a professional knowledge of engineering theory and principles. Engineering Technician I. An Engineering Technician I shall be able to perform, at a minimum, simple routine tasks under close supervision or from detailed procedures. Typical duties are: Assembles or installs equipment or parts requiring simple wiring, soldering, or connecting. Performs simple or routine tasks or tests such as tensile or hardness tests. Operates & adjusts simple test equipment, records test data. Gathers and maintains specified records of engineering data such as tests, drawings, etc. Performs computations by substitutions in specified formulas, plots data and draws simple curves and graphs. Engineering Technician II. An Engineering Technician II shall be able to perform, at a minimum, standardized or prescribed assignments involving a sequence of related operations. Follow standard work methods on recurring assignments; but receives explicit instruction on unfamiliar assignments. Serves as a COLDS craft engineer. Typical duties are: Following specific instructions, assembles or constructs simple or standard equipment or parts, may service or repair simple instruments or equipment. Conducts a variety of tests using established methods. Prepares text specimens, adjusts and operates equipment, and records test data, pointing out deviations resulting from equipment malfunction or observational errors. Extracts engineering data from various prescribed but non-standardized sources; processes the data following well-defined methods including elementary algebra and geometry; presents the data in prescribed form. COLDS craft engineers shall have a minimum of two (2) years� experience in each of the following areas: Operation of Marine Diesel Systems for small boats, maintaining Marine Diesel Systems (up to and including intermediate level maintenance). Operation and maintenance of Marine Waterjet Systems Must have a minimum of two (2) years� experience in HAZMAT and HAZWASTE storage handling and disposal, and the Navy 3M maintenance program. Must be equivalent to Navy Second Class Swimmer and CPR-A qualified. Engineering Technician III. Performs assignments that are not completely standardized or prescribed. Selects or adapts standard procedures or equipment, using fully applicable precedents. Receives initial instructions, equipment requirements, and advice from supervisor or engineer as needed; performs recurring work independently; work is reviewed for technical adequacy or conformity with instructions. Performs at this level one or a combination of such typical duties as: Constructs components, sub-units, or simple models or adapts standard equipment. May troubleshoot and correct malfunctions. Follows specific layout and scientific diagrams to construct and package simple devices and sub-units of equipment. Conducts various tests or experiments that may require minor modifications in test setups or procedures as well as subjective judgments in measurement; selects, sets up, and operates standard test equipment and records test data. Extracts and compiles a variety of engineering data from field notes, manuals, lab reports, etc.; processes data, identifying errors or inconsistencies; selects methods of data presentation. Assists in design modification by compiling data related to design, specifications, and materials that are pertinent to specific items of equipment or component parts. Develops information concerning previous operational failures and modifications. Uses judgment and initiative to recognize inconsistencies or gaps in data and seek sources to clarify information. Engineering Technician IV. Performs non-routine assignments of substantial variety and complexity using operational precedents, which are not fully applicable. Such assignments, which are typically parts of broader assignments, are screened to eliminate unusual design problems. May also plan such assignments. Receives technical advice from supervisor or engineer; work is reviewed for technical adequacy (or conformity with instructions). May be assisted by lower level technicians and have frequent contact with professionals and others within the establishment. Serves as a technical instructor. Performs at this level one or a combination of such typical duties as: Develops or reviews designs by extracting and analyzing a variety of engineering data. Applies conventional engineering practices to develop, prepare, or recommend schematics, designs, specifications, electrical drawings and parts lists. Examples of designs include: detailed circuit diagrams; hardware fittings or test equipment involving a variety of mechanisms; conventional piping systems; and building site layouts. Conducts tests or experiments requiring selection and adaptation or modification of a wide variety of critical test equipment and test procedures; sets up and operates equipment; records data, measures and records problems of significant complexity that sometimes require resolution at a higher level; and analyzes data and prepares test reports. Applies methods outlined by others to limited segments of research and development projects; constructs experimental or prototype models to meet engineering requirements; conducts tests or experiments and redesigns as necessary; and records and evaluates data and reports findings. Technical instructors shall have a minimum of two (2) years� experience as a full time instructor teaching technology comparable to the type and level involved in the specific course to be assigned. All instructors shall have completed the Navy instructor formal training course or equivalent. In addition, each individual shall have successfully performed as a technician in an equivalent or directly related specialty for a minimum of six (6) years for a total of eight (8) years of combined experience. Technical instructors may be required to perform as Course supervisors for courses of instruction. Must have a minimum of two (2) years� experience in HAZMAT and HAZWASTE storage handling and disposal, and the Navy 3M maintenance program. Must be equivalent to Navy Second Class Swimmer and CPR-A qualified.��� Engineering Technician V. Performs non-routine and complex assignments involving responsibility for planning and conducting a complete project of relatively limited scope or a portion of a larger and more complex project. Selects and adapts plans, techniques, designs, or layouts. Contacts personnel in related activities to resolve problems and coordinate the work; reviews, analyzes, and integrates the technical work of others. Supervisor or professional engineer outlines objectives, requirements, and design approaches; completed work is reviewed for technical adequacy and satisfaction of requirements. May train and be assisted by lower level technicians. Performs at this level one or a combination of such typical duties as: Designs, develops and constructs major units, devices, or equipment; conducts tests or experiments; analyzes results and redesigns or modifies equipment to improve performance; and reports results. From general guidelines and specifications (e.g., size or weight requirements), develops designs for equipment without critical performance requirements, which are difficult to satisfy such as engine parts, research instruments, or special purpose circuitry. Analyzes technical data to determine applicability to design problems; selects from several possible design layouts; calculates design data; and prepares layouts, detailed specifications, parts lists, estimates, procedures, etc. May check and analyze drawings or equipment to determine adequacy of drawings and design. Plans or assists in planning tests to evaluate equipment performance. Determines test requirements, equipment modification, and test procedures; conducts tests using all types of instruments; analyzes and evaluates test results, and prepares reports on findings and recommendations. Supply Technician. Contractor training support personnel shall have at least four years� experience managing and providing parts support to a large marine organization utilizing the Navy Supply System and have a current HAZMAT/HAZWASTE manager�s certificate. COLDS supply specialist and technician shall have a minimum of four (4) years� experience managing and providing parts support, Navy requisitioning, inventory control, parts support research and configuration baseline maintenance using the Navy supply system. Must have a minimum of two (2) years� experience in HAZMAT and HAZWASTE, storage handling and disposal, and the Navy 3M maintenance program.� Must be equivalent to Navy Second Class Swimmer and CPR-A qualified. ELIGIBILITY: The applicable NAICS code for this requirement is 611519 (Other Technical and Trade Schools) and the Product Service Code is U099 Award is anticipated to be made in the form of a Requirements type contract to one technically acceptable responsible offeror. A firm fixed-price type of contract, commencing 1 January 2024 is anticipated for this effort with an ordering period of One (1) Base Task Order, Four (4) Option Task Orders totaling 60 months performance period. � Interested sources shall (1) provide a plan demonstrating ability to staff the requirement with fully qualified and certified personnel; (2) present evidence of satisfactorily conducting instructional, maintenance, operational, and training support services in a military classroom and at sea training environment within the past three year period (include dollar value, complexity and point of contact; and (3) discuss overall management experience/approach of similar programs. Interested sources shall also identify their size status as it relates to the NAICS 611519.� Small Businesses shall also indicate if they are 8(a), Women-Owned Small business (WOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Historically Underutilized Business Zone Small Business (HUBZone). SUBMISSION DETAILS: Responses must be submitted by email to Ms. Brittney Behr (brittney.n.behr.civ@us.navy.mil) in an electronic format that is compatible with Word 2016, no later than 4:00 pm EST, 14 July 2022. All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The submission of this information is for PLANNING PURPOSES ONLY and this synopsis is not to be considered a request for quotations, request for bids or proposals, but, as stated above, is displaying the Government�s intent to make certain that no other offeror is capable of meeting these requirements; as such, this sources sought notice is NOT to be construed as a commitment by the Government to procure any services, or for the Government to pay for the information received.
