- STATEMENT OF WORK Project Title: Delivery and Installation of 440 badges/devices with supportive software, hardware, licenses, maintenance, and training for wireless telecommunication in the inpatient care areas of the Amarillo VA Medical Center, Amarillo, Texas. Part 1 General Background Information The procurement of a Nurse Call Extension System would include the following clinical benefits: The ability for nursing/surgery/physician staff to be able to communicate with each other, receive automatic notifications and broadcasts and receive specific information about patients without being at the bedside will allow for overall more accurate and more efficient patient care. The increased response time to the patient bedside will improve the delivery of patient care services. To meet these needs, this acquisition is specified for the brand name Vocera or equivalent. To be considered as equivalent to this brand name model for intended usage, the Nurse Call System extension must have the following salient characteristics. Technical Specifications: The Nurse Call Extension and/or the Nurse Call Extension Contractor must provide the following at a minimum: A clinical communication system that operates via the hospital s wireless system Capability of integration with the Hospital s Nurse Call System/Code System Capability of integration with the hospital patient monitors/monitoring system Capability of integration with hospital s phone system Capability to call from the communication device to smart phone devices and traditional pagers In-service application training for end-users Technical training for support personnel (IT/Engineering) Software and software licenses for device messaging Communication devices with FIPS 140-2 Licenses Communication device charging stations Communication device batteries Accessories for communication devices (clips, lanyards, clasps) Warranty for communication devices Pre-installation, installation, implementation, and integration services Documentation (operator and service manuals, parts lists, troubleshooting guides, cleaning guidelines) The Nurse Call Extension provided must meet the following specifications at a minimum: One button control to place calls Utilize voice activated and hands free technology Voice commands to allow caller to acknowledge, decline or accept calls Instant request assistance Pre-recorded notifications Must allow the appropriate membership in clinical groups to be dynamically assigned by user or system administrator Real time communication between two users Real time communication between groups of users Capability to call users by name, title, function or group, thereby eliminating the need to know phone or extension numbers or even who is on duty Capability to block and screen calls with flexibility and privacy Conference calling and group messaging that facilitates system-wide announcements Real-time dashboard for viewing delivery receipts, read receipts and responses On-call distribution list that ensures only on-call staff is notified The ability to collect data, track, and trend on the communication events Communication device must be sharable through a profile driven software platform that allows users to log into a device The communication device should incorporate anti-microbial material to inhibit the growth of bacteria, mold and fungi The communication device should be FIPS 140-2 compliant The battery must allow for charging independently of the device The communication device must be lightweight and wearable The system will include breakaway lanyards and universal clips Communication system must include central monitoring capability of user presence information Contractor must be able to provide, as an option, a full time, on-site support staff member to assist in go-live post go-live activities. Delivery and Installation Information The Contractor shall submit an estimated schedule for delivery within three (3) business days after receipt of order (ARO). The Contractor shall submit an installation schedule for approval identifying total installation time. The Contractor shall be responsible for any damage that occurs due to Contractor/freight error or neglect. The Contractor will be responsible for the coordination of delivery and receiving to the VAMC, as well as all debris removal from the project site. VAMC will provide the dumpsters needed for project related trash and recyclables. Delivery to warehouse: Amarillo VAMC 6010 Amarillo Blvd W Amarillo, TX 79106 OPERATIONAL HOURS All work is to be completed during business hours. The facility will be available for installation between the hours of 8:30AM and 3:30PM; M-F, excluding Federal Holidays. GOVERNMENT-FURNISHED EQUIPMENT, BADGE, KEYS AND/OR FACILITIES PROVIDED N/A CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES The Contractor shall furnish all supplies, equipment, facilities and services required to perform the service under this contract. The Contractor shall perform all work in accordance with this Statement of Work. NON-PERSONAL SERVICE STATEMENT Contractor employees performing services under this order will be controlled, directed and supervised at all times by management personnel of the contractor. Contractor employees will perform independent of and without the supervision of any Government official. Actions of contractor employees may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the U.S. Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and perform the inspection and acceptance of the completed work. Contract Officer Representative (COR). The COR monitors all technical aspects of the contract and assists in contract administration. The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. The COR is not authorized to change any of the terms and conditions of the resulting order.
