- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Photon Etc, Inc., for the procurement of a laser illumination system for an existing hyperspectral imaging microscope. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The National Institute of Standards and Technology (NIST) Nanoscale Device Characterization Division (NDCD) develops and advances the measurement and knowledge infrastructure to characterize nano- and atom-scale engineered materials and solid-state devices for innovation in information processing, sensing, and future quantum technologies. The NDCD�s technical activities span atom scale devices, nanoscale spectroscopy, nanoscale imaging, nanoscale processes and measurements, and alternative computing. To meet mission requirements, the NDCD needs to procure a laser illumination system to be integrated and controlled within the hyperspectral microscope (purchased in FY2021).� This acquisition will allow the division to improve its capabilities in the spectroscopy of nanoscale electronic materials and devices. The requirement is for one 532 nm laser illumination system to expand the electronic spectroscopic measurement capabilities of nanoscale electronic materials and devices. This upgrade will support the Nanoscale Spectroscopy Group in the NDCD of the Physical Measurement Laboratory (PML), which develops and advances optical, electrical, and magnetic spectroscopic measurement methods and theory for nanoscale characterization of materials and applies this knowledge to nanoscale devices. Importantly, this laser needs to function within an existing hyperspectral imaging microscope and be software controlled by this microscopy system. A non-trivial feature of this microscope is the hypercube brag gratings which enables full field of view imaging, however, for this to work properly, critical beam shaping is necessary to ensure uniform illumination across the entire field of view. Optical components including band pass filters, dichroic mirrors, and notch filters are thus a critical component of this laser illumination system. These new capabilities make the hyperspectral imaging microscope functional for photoluminescence experiments and are an essential component of the NDCD�s ongoing efforts to develop a suite of techniques in a user facility within the nanoscale spectroscopy group to support the development of future technologies. Photon Etc, Inc. is uniquely qualified to provide this equipment due to their proprietary knowledge of the existing hyperspectral imaging microscope system in which this laser illumination system must be 100% compatible with. This laser must also be compatible with IMA system flat top beam shaping module to produce high quality spectral maps. The laser illumination system will be used to acquire photoluminescent hyperspectral images and other high-quality laser-based imaging applications in the nanoscale spectroscopy suite.� Software control of the laser will be provided by the Photon etc's PHySpec software v2.27.� These measurements will expand the spectroscopic capabilities of an instrumental suite being developed to further the metrology of next-generation technologies. This requirement is not only for the procurement of the equipment but the installation and integration of this equipment into the existing hyperspectral imaging microscope.�� Therefore, Photon Etc, Inc. has factory authorized and trained technicians with the knowledge and skills required to perform the installation and integration services.�� Delivery shall be FOB DESTINATION and shall be in accordance with the Contractors established commercial lead times.� �� The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 1000 employees. No solicitation package will be issued.� This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by established due date/time set forth in this notice. Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. �� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
