- Description
- NASA/JSC has a requirement for the services of �one Russian Cosmonaut to attend International Space Station (ISS) systems integration and operations training for one week at NASA/JSC in accordance with the current approved version of the Multilateral Advanced/Increment Training Plan (MA/ITP). There is also a requirement for State Space Corporation �ROSCOSMOS,� (Roscosmos) to provide Soyuz Vehicle and Russian Segment systems integration and operations training to two U.S. Astronauts for six combined weeks, also in accordance with the current approved version of MA/ITP. Training will occur at Gagarin Cosmonaut Training Center (GCTC) in Star City, Russia. At the end of each training session, Roscosmos shall provide a Training Session Summary Report. Roscosmos shall provide any required training materials as well as transportation and logistical support required to accommodate this training. NASA/JSC intends to issue a sole source contract modification to acquire the services from Roscosmos as NASA requires the ISS Crew trained and capable of operations onboard the ISS, SpaceX Vehicle, and Soyuz Vehicle. The intent of this proposed action is to ensure crews are trained to support nominal and off-nominal systems integration and operations mission objectives for the SpaceX Vehicle and International Space Station (ISS) American Segment as well as for Soyuz Vehicle and ISS Russian Segment. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Kelsey Klinger at Kelsey.j.klinger@nasa.gov not later than 4:30 PM Central Time on July 6, 2022.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.� A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
