- The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB) intends to procure, on a sole source basis, preventive maintenance, emergency service, support, and coverage for one (1) Government-Owned Titan Krios high resolution electron microscope (S/N D3211) from FEI Company, 5350 NE Dawson Creek Drive, Hillsboro, OR, 97124-5793, United States. This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1(b)(1); and is exempt from the requirements of FAR Part 6. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). The North American Industry Classification System (NAICS) code is 811219 and the business size standard is $22 million. BACKGROUND The Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Cell Biology (LCB) requires preventive maintenance, emergency service, support, and coverage for one (1) Government-Owned Titan Krios high resolution electron microscope (S/N D3211). This scope acquires high-quality images of biological specimens including cells, viruses, and protein complexes at high resolution. High-quality electron micrographs are being computationally processed to generate 3D density maps, which provide significant insights in biological mechanism, cancer development, and vaccine research.� SCOPE The Contractor shall provide all labor, material, and equipment necessary to maintain and provide preventive maintenance, emergency service, support, and coverage for one (1) Government-Owned Titan Krios high resolution electron microscope (S/N D3211). All equipment maintenance shall be performed onsite and in accordance with the Original Equipment Manufacturers (OEM) most current standard commercial maintenance practices. Onsite emergency service shall be provided during standard business hours (defined as 8:00 A.M. � 5:00 P.M. EST, Monday through Friday, excluding Federal Holidays found at http://www.opm.gov/operating_status_schedules) and extended hours (5:00 P.M. � 9:00 P.M. EST, Monday through Friday) for any issue which cannot be resolved remotely. All travel, labor and related charges shall be included. Software updates and support services (technical services, applications support, remote diagnostics) shall be provided remotely as indicated in section 3.0 below. SPECIAL ORDER REQUIREMENTS PREVENTIVE MAINTENANCE� The Contractor shall perform one (1) planned preventive maintenance for the microscope during the following period of performance: September 01, 2020 to August 31, 2021. Technically qualified factory-trained personnel shall perform inspections/services. The service shall consist of a thorough cleaning, calibration, adjusting, inspection, and testing of all equipment in accordance with the manufacturer�s latest established service procedures. All equipment shall be tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. EMERGENCY SERVICE Unlimited, on-site, emergency repair service visit shall be provided during each performance period at no additional cost to the Government. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall provide a four (4) hour telephone response and then a forty-eight (48) hour on-site labor response by a OEM qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Emergency service calls shall not replace the necessity for planned preventative maintenance. All labor and travel shall be included. REPLACEMENT PARTS� The Contractor shall furnish all required replacement parts at no additional cost to the Government, except for consumables, such as apertures, water chiller, and camera related issues (covered by Gatan, Inc.). The parts shall be genuine OEM parts that are new to original equipment specifications. These parts shall be delivered at the earliest next delivery day. SOFTWARE UPDATES/SERVICE� The Contractor shall provide software service and required updates for the instrument in accordance with the manufacturer�s latest established service procedures. These services shall include unlimited toll-free telephone, email, and online/chat access to OEM-trained technical support personnel for the use of program software troubleshooting of the operating system, at no additional cost to the Government. The Contractor shall receive advance approval for the installation of all software updates and revisions from the Government. Defective software shall be replaced at no additional cost to the Government. The Contractor shall provide software updates remotely to the greatest extent possible. PERSONNEL QUALIFICATIONS Technically qualified OEM factory-trained personnel shall perform the service to the Titan Krios (S/N D3211) as covered by this purchase order. All primary service personnel shall have at least one backup support person with at least the same level of expertise on the equipment covered by this purchase order. SERVICE EXCLUSIONS The Contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire, or water. These repairs shall be the subject of a separate purchase order and shall not be performed under this purchase order. ����� TYPE OF ORDER This shall be a Firm-Fixed-Price Purchase Order for severable services. Funds are only available for use for the line item to which they are obligated. Unused funds from one period (line item) may not roll over for use in other periods. PERIOD OF PERFORMANCE The period of performance shall be for twelve (12) months from September 01, 2022, to August 31, 2023. PLACE OF PERFORMANCE Onsite services shall be performed at the following location:� � � � � � � � � �� Titan Krios (S/N D3211) NIH, NCI, CCR, LCB� 37 Convent Dr. Building 37, room B211�������� Bethesda, MD� 20892 Vitrobot (S/N 190700784) NIH, NCI, CCR, LCB� 37 Convent Dr. Building 37, room B1036������ Bethesda, MD� 20892 UNIQUE QUALIFICATIONS OF THE CONTRACTOR The Government-Owned Titan Krios high resolution electron microscope (S/N D3211) must be calibrated accurately and maintained according to the manufacturer�s specifications by authorized Original Equipment Manufacturer (OEM) trained service engineers. Any deviation from the design specifications during the required services will compromise the integrity of data for ongoing research studies. FEI Company is the original manufacturer, distributor, and the sole provider of preventive maintenance service, emergency service, proprietary firmware maintenance/upgrades, genuine OEM replacement parts, and OEM-trained technical support for troubleshooting and diagnosing issues that arise during regular operation of the instrument. The required services are not authorized through any other entity. In the event someone besides the FEI Company attempted to service this microscope, future coverage of the equipment would be voided. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a capability statement for the Government to consider. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� Responses must be received in the contracting office by 12:00 PM ET, on July 05, 2022.� All responses and questions must be via email to Miguel Diaz, Contracting Officer at miguel.diaz@nih.gov.� A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� In order to receive an award, contractors must be registered and have valid certification through SAM.GOV and have Representations and Certifications filled out.
