NOTICE OF INTENT TO AWARD SOLE SOURCE Synopsis: The United States Air Force intends to issue a Sole Source, Firm-Fixed-Price Purchase order to Construction Machinery LLC, under the authority of FAR 13.106-1(b)(1)(i) (only one source reasonably available) on or about 22 August 2022. FSC: N030 NAICS: 811310 Size Standard: $11M Requirement: Volvo Transmission Model G930 Replacement Supplier name: Construction Machinery Industrial LLC, 2615 20th Ave, Fairbanks, AK 99709 Product description: The requirement is for an engine transmission removal and install on a 2011 Volvo Grader Model G930. The parts requested are Reman Transmission (part number 9000022557), Trans Cooler (part number 12749798), and hose assembly's (part numbers 15410029, 12747643, and 15410028) or equal to include labor (NTE 70 hours), coolants, and lubricants. Parts are required to be OEM or aftermarket parts that meet OEM specifications. During the summer months the asset is used for construction/rubble removal missions. The equipment is primarily used and is essential for snow removal during the winter months to accomplish the 354th FW mission. It is required to be fully functional prior to the snow season. There has never been a transmission swap completed on the asset. Reason for Only one Reasonable Source: There are multiple companies that offer these type services under the listed NAICS however, due to the location of Eielson AFB, Alaska, it is difficult and costly for vendors outside the state to come and service the equipment. There would be substantial additional costs for payment of an out-of-state contractor/companies to come and perform the required work. There were five (5) local companies in Fairbanks that service heavy equipment but only one company stated the capability to service this specific equipment, Construction Machinery Industrial (CMI). CMI is located in Fairbanks, Alaska and are a Large Business under NAICS 811310. Additionally, when searching the Volvo Construction Equipment website it was found that there were 246 companies nationwide that service Volvo heavy equipment, but only one in the state of Alaska (CMI). The next closest vendor located in the U.S Mainland is PacWest Machinery LLC in Washington. The cost to transport the 33K lbs. machine 2,136 miles including manpower to and from Washington state would be too substantial to be a reasonable option. Furthermore, shipment to another state would create lead time delays impacting the snow removal required for winter operations. If vendors were to try and sub-contract to vendors within Alaska they would only find one company that can perform the service (CMI).
