- THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.106, with AB SciEX LLC 1201 Radio Rd Redwood City, CA 94065 USA, as the only responsible source that is for procurement, delivery and installation of the PAL RSI 534 liquid injection system.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2022-06 are incorporated. The Armed Forces Medical Examiner System (AFMES), Division of Forensic Toxicology (DFT), intends to procure a firm-fixed-price contract. The Contractor shall provide: 1. Temperature controlled autosampler compatible with a 100 ?L syringe, 20 ?L sample loop and ? 300 vial capacity. The vial positions must be able to accommodate 1.5 mL vial sizes. 2. Unit must be able to maintain temperatures within a range of 5 - 15?C. 3. Valco UHPLC valve for samples injection with sensors that minimize potential carryover. 4. Wash module with integrated pumps that supports both aqueous and organic solvents. The wash module must be capable of cleaning syringes, gauge size 19 to 26. 5. Total footprint of instrument should not exceed the following dimensions - W: 950 mm, D:800 mm, H: 800 mm 6. Be able to interface with Shimadzu LC-30AD and Sciex API 3200 mass spectrometer. 7. Compatible with Analyst 1.7 software for instrument control and data acquisition. 8. 1 year warranty with 2 preventative maintenance visits in the first year The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 1,000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
