Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT �THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS The Army Geospatial Center (AGC) Alexandria, VA 22315, intends to award a firm fixed priced, sole source contract IAW FAR Part 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements to Skyline Software Systems, Inc., 13873 Park Center Road, Suite 201, Herndon, VA 20171. The AGC requires a new contract for software maintenance/licensing and technical services for the AGC GeoGlobe. This requirement is to provide software, technical services, software maintenance and licensing for the entire suite of products to include: TerraBuilder, TerraExplorer Plus, TerraExplorer Pro, TerraGate, TerraDeveloper, SkylineGlobe Server and PhotoMesh. Technical services will include subject matter expertise, user training, exercise support, and data production. Data production requires the collection and assembly of geospatial data sources, data processing, spatial analysis, and publishing to GeoGlobe servers and customers. �In addition, the provider must continue to maintain all compatibility requirements with the Army Intelligence Systems & Analytics (IS&A) Distributed Common Ground System (DCGS-A) System which is the Army's Program of Record (POR), and is a significant foundation of the architecture for the IS&A DCGS-A and has been for eleven years. The Skyline software has been tested and integrated into the existing Army Battle Command architecture. Skyline maintains all proprietary and manufacturing rights to their software and does not permit any third party vendors to resell. The applicable North American Industry Classification System (NAICS) code is 511210. This Notice of Intent is not a request for competitive quotes and no solicitation will be issued. However, parties interested in responding to this notice shall submit written capabilities. As part of the written response the interested party must include evidence of the respondent's ability to support the requirement. All responsible sources may submit a capabilities statement which shall be considered. Response is due Monday 27 June 2022 at 10am EST. The Government will not be responsible for any cost incurred in preparation of your response. A determination by the Government not to open the requirement to competition based upon responses to this notice, is solely within the discretion of the Government.
