- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER.� The Centers for Disease Control and Prevention intends to award a continuation sole source firm fixed price purchase order to Richard W. Metzler Sole Proprietor, 810 Longview Dr., Houston, PA 15342 to provide technical expertise and consultative services to the National Institute for Occupational Safety and Health (NIOSH), National Personal Protective Technology Laboratory (NPPTL) concerning the development and implementation of conformity assessment (CA) schemes including core functions (approval, standards development, and post market quality assurance), and guidance for their effective use. NIOSH has congressional mandates for conducting research and making recommendations for the prevention of work-related injury and illness. NPPTL leads the Institute�s PPT program inclusive of national and international initiatives involving the development and evaluation of technologies, standards, and conformity assessment practices to assure personal protective technologies are effective for their intended purposes.� Richard Metzler has provided timely and high-quality support to all of the conformity assessment strategic and operational activities. Emphasis for this action is placed on continuing this support to these specific components: o Research regulatory and public and private sector conformity assessment approaches. Provide NPPTL recommendations which can be applied to PPT and respiratory protective devices (RPD) consistent with the NIOSH Conformity assessment framework and guidance. o Organize, coordinate, and/or present training for NPPTL staff addressing: 1) NIOSH PPT conformity assessment guidance; National Technology Transfer and Advancement Act; OMB-119 - Federal Participation in the Development and Use of Voluntary Consensus Standards and in Conformity Assessment Activities; and ISO conformity assessment standards. o Facilitate NPPTL collaboration with other relevant government agencies, private-sector �organizations, and not-for-profit organizations to assess conformity assessment mechanisms needed to ensure the efficacy of all types of PPT. o Provide technical support to NPPTL leadership staff and project officers associated with rulemaking activities and national consensus standard for PPT and RPD. o Provide technical and program management support to NPPTL project officers associated with establishment of international RPD standards including the establishment of approaches for integration into NIOSH RPD conformity assessment requirements. o Provide technical support for the establishment or improvement of NPPTL conformity assessment activities associated with PPT, Respirator Approval Program, and PPE-INFO database. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals by forwarding information to the contracting officer. �Submission of a proposal would require the offeror to have experience with NPPTL Research regulatory and public and private sector conformity assessment approaches and recommendations which can be applied to PPT and respiratory protective devices (RPD) that are consistent with the NIOSH Conformity assessment framework and guidance. This notice of intent is not a request for competitive quotations; however, all quotations/responses received from the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to Dwight Favors, Contract Specialist at dyf3@cdc.gov by June 27 25, 2022, 1 PM EST. If no affirmative responses are received on or before the date stated, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Richard W. Metzler Sole Proprietor, 810 Longview Dr., Houston, PA 15342, as the only source and a purchase order will be issued without any additional notices being posted. The solicitation number for this requirement is 2022-67560 and is using FAR Subpart 13.1 � Simplified Acquisition Procedures and FAR subpart 13.5 �
