Description
Regional Procurement Office (RPO) - East intends to negotiate on a sole source basis with Biometrics Associates, Inc, 80 Robbins Road, Lexington, Massachusetts 02421-5815, to develop specialized statistical services for the Boston VA Healthcare System Jamaica Plains Division. STATEMENT OF WORK 1.0 Background and Scope The services of Dr. Bernard Rosner, PhD, of Biometrics Associates are needed to develop new statistical methods in conjunction with Dr. Sparrow s VA Rehab R&D research project (IRB# 1599876) entitled A RCT of a telemedicine intervention for hypokinetic dysarthria in Parkinson s Disease. 2.0 Salient Characteristics Dr. Bernard Rosner is a key co-investigator and the biostatistician approved by VA Central Office for Dr. Sparrow s VA funded project. Services are required of Dr. Rosner to develop novel statistical methods for the analysis of data in the context of a 2 x 2 factorial design. The conventional methods to analyze 2 x 2 factorial data derived from randomized, controlled trials (RCT) are inefficient and fall short when the two factors of an RCT interact. Study data is expected to have such interaction. Therefore, Dr. Rosner will be working on the creation of robust statistical methods to properly analyze the data. 3.0 Specific Tasks Services will include: Thorough review of the statistical literature on 2 x 2 factorial studies and interaction effects; Theoretical work to develop novel robust methods; Statistical computer simulations to validate methods; Using new methods to analyze our factorial dataset; Writing and publishing a manuscript This is a notice of intent and is not a request for competitive quotes; however, any responsible source who believes they are qualified to meet this unique need may submit a capability statement to this Contracting Officer at Millicent.Covert@va.gov NLT Thursday, June 23, 2022 by 11:59 AM EST. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
