- SOLICITATION: The purpose of this posting is to release the official request for proposal N00024-22-R-5535 for procurement of Nulka Decoy Launching System (DLS) production and associated engineering support. NAVSEA intends to award one Firm-Fixed-Price contract for production units and associated spares, as well as Cost-Plus-Fixed-Fee Level-of-Effort engineering support lines and Cost-Only Travel/Incidental Material/ODCs associated with the CPFF LOE lines.� The resulting contract from this solicitation will have one base year and four option years with stepladdering pricing and a maximum of 65 MK 53 Decoy Launching Systems plus additional spares and support. Requests for GFI and Contract Attachments:� To obtain the TDP documentation, interested companies shall provide a current copy of their approved DD Form 2345, Military Critical Technical Data Agreement, verifying eligibility and authority to receive exportcontrolled information. In addition, interested companies must complete the Terms of Use Agreement (Attachment JS-1 of this RFI). Companies should assert in their requests that they have a Defense Security Service issued SECRET facility clearance, providing for SECRET personnel clearances and SECRET safeguarding capability. The DD Form 2345 and completed Terms of Use Agreement form shall be submitted via email to the Contract Specialist, Deborah Baravik, deborah.l.baravik.civ@us.navy.mil, and the Contracting Officer's Representative (COR), Ms. Deborah Leighty at deborah.r.leighty.civ@navy.mil, with a copy to the Contracting Officer,�Ms. Holly Danner, holly.r.danner.civ@us.navy.mil. A copy of the DD 254 will then be provided which the interested company must return with the company information filled in. Upon receipt, verification of facility clearance, and approval of the GFI request, the GFI will be provided. Questions:� Offerors shall submit questions in regard to the solicitation to the Contract Specialist, COR, and PCO via email using Solicitation Attachment JS-1 ""Question Submittal Form"" by the deadline listed in the solicitation. IMPORTANT: In order to be considered for contract award, each company must have a SECRET facility clearance by the time of award. Offerors must be a United States (U.S.) company or an independent U.S. subsidiary, although the Navy will consider foreign contractors acting as subcontractors to U.S. prime contractors. The export of defense articles, defense services, and related technical data is subject to the Arms Export Control Act and the International Traffic in Arms Regulations and requires the issuance of an export license by the U.S. Department of State. There will be no classified attachments for the solicitation phase.�Unclassified Distribution Statement D technical documents and other Government Furnished Information for the solicitation phase will be provided via DoD Safe.
