This is a Sources Sought Synopsis; THERE IS NO SOLICITATION AVAILABLE. Requests for solicitation will not receive a response. Under FAR 52.219-14, Limitations on Subcontracting, at least 50% of the cost of contract performance incurred shall be expended for the prime contractor employees of the concern or other businesses within the same socioeconomic category for service-type procurements The Great Lakes Acquisition Center (GLAC) in Milwaukee, WI is conducting market research with the intent of determining the interest, capabilities, and qualifications of Vendors to provide The VA Great Lakes Health Care System (VISN 12) online web access to a cross-searchable medication, toxicology, and patient education database. The online platform must allow quick searches across all resources simultaneously in one search statement. Access is 24/7 for VISN 12 staff and reduces the need for multiple individual copies of resources. This Sources Sought Synopsis is published for market research purposes. This market research will be used to determine if a set-aside for any small business program is appropriate. Proposed project anticipates competitive, firm fixed price contract. Please review this announcement, including all attachments, in their entirety. Request that interested offerors complete and return a Capabilities Statement as described below. Capabilities Statement will be used to identify firms who possess both the capability and experience to provide online drug information resource access to the VISN 12 Facilities. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement Prior Government contract work is not required for submitting a response under this sources sought synopsis. Specific Requirements The VA Great Lakes Health Care System requires online access to a product that shall provide, via one interface and one search platform, access to unbiased, evidence-based, and peer reviewed comprehensive databases. Databases shall provide drug information, dosing and therapeutic tools, and drug identification relevant to VISN 12 staff to assist them in providing safe and effective care to Veterans. Databases shall be updated daily to reflect changes in information and evidence-based practices. This includes: Comprehensive medication monographs including, but not limited to, Information regarding FDA and non-FDA approved indications (referred to as off label use with primary literature references listed) Dosing guidance, including usual initial and maintenance doses and considerations of use in elderly patients or those with renal and/or hepatic impairment Commercially available dosage forms/preparations Warnings, precautions, contraindications Black box warning information Risk Evaluation and Mitigation Strategies (REMS) information New approved drug leaflets drug-specific handouts in patient-friendly language and education materials. Including materials that can be printed and provided to the patient Side-by-side comparative drug evaluations and comparative efficacy evaluations Standard dosing/frequency information including geriatrics/renal/hepatic dosing adjustments Dosing conversion guidance from IV to PO or vice versa, as appropriate Contraindications/precautions Adverse drug reactions References to abstracts, tertiary electronic sources, and/or full text articles Pharmacokinetic information including absorption, distribution, protein binding, metabolism, bioavailability, half-life elimination, time to peak, and excretion as applicable Monitoring parameters Administration/storage information Teratogenic, Pregnancy, Fertility and Lactation Medications Database information Pharmaceutical product identification for both U.S. and foreign countries Includes pill identifiers and pictures Capsules/tablets that should not be crushed guide Comprehensive IV compatibility tools including IV piggyback, IV Y-site, IV admixture, IV syringe compatibility (i.e., IV medications and solutions such as lactated ringer) and conversion between dosage forms (oral to IV; IV to oral; IR to SA; SA to IR, etc.) IV administration guidelines for medications- including rate of administration, signs and symptoms to monitor, and IV preparation Treatment of IV extravasation- chemotherapy and non-chemotherapy medications Treatment of phlebitis associated with IV medications Toxicology/poison control management/overdose signs/symptoms Drug interaction tools, dietary interactions, and allergy interactions Medication dosage and laboratory calculators Ability to search disease states and view pharmacotherapy options based on disease state Material Safety Data Sheets Ability to search across all databases contained within the resource with one search term. Audio pronunciations of generic drug names Natural medicine database 2.1 Tasks For the above list, the contractor shall provide the following: License Rights for 24/7 desktop web and mobile access for VISN 12 medical centers and Community Based Outpatient Clinics (CBOCs) Clement J. Lovell Federal Health Care Center (North Chicago, IL) Oscar G. Johnson VA Medical Center (Iron Mountain, MI) Tomah VA Medical Center (Tomah, WI) VA Illiana Health Care System (Danville, IL) William S. Middleton Memorial Veterans Hospital (Madison, WI) Customer service shall be available 24/7 via phone, email, and/or real-time with Microsoft Teams, internet to troubleshoot website, connectivity or other issues. Customers require a single access interface to search across multiple resources. This type of simultaneous searching reduces the need for multiple searches and saves the user s time and the cost of purchasing multiple online or print subscriptions through various contractors. Customers requires download the drug information resource to mobile phone applications to access the drug information.
