- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number 36C24822Q1237 is issued as a Request for Quotation (RFQ) in conjunction with Far Part 8 and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract. The provisions and clauses in this document are in effect through the Federal Acquisition Circular 2022-05, March 7, 2022. This solicitation intends to award a contract to a SDVOSB/VOSB business associated with NAICS Code 339112 with a size standard of 1,000 Employees. The Miami VA Medical Center has a requirement for high quality Surgical Instruments, Brand Name or Equal to those that are manufactured by Symmetry Surgical. Below are the salient characteristics, Attachment A includes the list of items. Required salient characteristics/standards are contained in the attached and listed below. Comparative evaluations will be performed after all quotes have been received. SALIENT CHARACTERISTICS: Equipment must have the physical characteristics to enable the government to perform the capabilities: The government has a requirement for an ophthalmic diagnostic imaging and angiography platform to examine the structures of the retina, macula, and optic nerve. The platform must be compatible with the current PACS imaging software utilized in the facility. The equipment shall have the following features and characteristics Name Brand or Equal to Heidelberg Engineering GmbH SPECTRALIS Product Line: MultiColor Scanning Laser Imaging uses three laser wavelengths simultaneously to provide diagnostic images showing distinct structures at different depths within the retina. BluePeak Blue Laser Autofluorescence is a non-invasive, scanning laser fundus imaging modality that provides a map of the retina which can reveal metabolic malfunction of diagnostic significance in many conditions such as AMD. TruTrack Active Eye Tracking is a patented imaging technology that utilizes two beams of light simultaneously to track and image the eye. Actively tracking the eye in real-time throughout image capture mitigates the effects of eye motion, resulting in accurate OCT scan data. AutoRescan automatically places follow-up scans in precisely the same position visit after visit. Fovea-to-Disc (FoDi ) Alignment Technology automatically tracks and anatomically aligns circle scans, improving accuracy and reproducibility of RNFL measurements. Heidelberg Noise Reduction removes the noise inherent in OCT and scanning laser imaging by capturing multiple images in the exact same location. Confocal Scanning Laser Ophthalmoscope combines the selectivity of laser light with the pinpoint resolution of confocal scanning to provide image detail and clarity not available from fundus photography. SPECTRALIS® Scanning Laser Angiography provides high-resolution images and video sequences showing the dynamic movement of dye through the vessels and minute details of the parafoveal capillary network. Seven (7) imaging modes: Spectral domain OCT2 at 85,000 Hz, infrared (IR), MultiColor scanning laser imaging, BluePeak blue laser autofluorescence, blue reflectance (BR) (sometimes referred to as red-free ), fluorescein angiography (FA), and ICG angiography (ICGA). Ten (10) simultaneous imaging options: OCT2+MultiColor, OCT+IR, OCT2+BluePeak, OCT2+BR, OCT2+FA, OCT2+ICGA, IR+BluePeak, IR+FA, IR+ICGA, FA+ICGA. Five (5) separate light sources at the following wavelengths: 870 nm SLD, 815 nm diode laser, 786 nm diode laser, 518 nm diode laser, 486 nm diode laser. Fundus image field of view from 15° up to 150° with optional lenses. Heidelberg Eye Explorer (HEYEX ) Networking Solutions allows for remote image review and optional EHR/PACS interface. Optional Non-Contact, Ultra-Widefield Angiography delivers evenly illuminated and undistorted, high-contrast scanning laser images from the macula through the periphery. Optional Anterior Segment Module enables high-resolution OCT imaging of cornea, sclera, and anterior chamber angles. Advanced OCT2 Engine: 85,000 Hz more than doubles the speed of the current OCT systems and allows for many new software applications that require faster scanning speed. It allows for new applications such as blood flow analysis in the future and other improved software features. Improved Clinical Efficiency: It cuts the imaging process in half and improves clinical flow models and tech efficiency to allow for more clinical capacity or needed improved reductions in patient wait time. Improves tech capture time and image acquisition of additional scans. Upgraded PC with Fire Wire Transfer Rate: fastest data transfer components on the market. Improved Image Quality: included enhanced depth imaging combined with vitreous visibility for improved choroidal analysis. 85,000 Hz produces and improved scanning image for deeper detail of the retina vasculature. Constant scan rates: scan rate is full 85,000 Hz across all applications. There is no reduced scanning speed per application. Data Transfer: previous Spectralis OCT data can be compared with OCT2 for progression previously captured without new scanning rates to prevent data loss across patient historical scans. Windows 10 software Offeror quotations must demonstrate meeting the salient physical, functional, or performance characteristic specified in this solicitation, otherwise it will be considered non-responsive. The information identified provided is intended to be descriptive, not restrictive and to indicate the quality that will be satisfactory. The interested parties bear full responsibility to ensure their submission demonstrates to the government that they can provide the supplies being requested. Only new equipment is acceptable; no remanufactured, used/refurbished or ""gray market"" items. No product in development shall be considered. All items must be covered by the manufacturer's warranty. At a minimum the quote shall contain the following: The name, address, and telephone number of the vendor. Tax Identification Number (TIN) Unique Entity ID (SAM)/ Cage Code Point of Contact for submission of orders if awarded a contract Authorized Distributor Letter certified by OEM. Quoted price shall include delivery.
