Date: Thursday, June 23, 2022 Time: 09:00AM EDT Location: �Naval Air Station (NAS) Jacksonville, FL � Building 27 Training Room, Jacksonville, FL 32212 The Naval Facilities Engineering Systems Command Southeast (NAVFAC SE) is holding an Industry Forum for Base Operations Support Services at Naval Station Guantanamo Bay, Cuba (NSGB). This event is open to all contractors interested in facilities support contracting (FSC) and subcontracting opportunities with NAVFAC SE, specifically regarding the BOS contract at NSGB.� The forum will provide the information you will need regarding the upcoming re-procurement of the NSGB BOS acquisition and offers a chance to participate in a question and answer session with NAVFAC SE public works and contracting personnel in an open forum.� The BOS services at NSGB include all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to effectively execute: Family Housing, Facility Management, Facility Investment, Custodial, Pest Control; Integrated Solid Waste Management (ISWM), Other (Swimming Pools), Grounds Maintenance and Landscaping, Utilities including Electrical, Wastewater, and Water, and Base Support Vehicles and Equipment (BSVE).� Tentative Schedule: Welcome � 0900 Safety Discussion � 0915 FSC Program Overview � 0930 Break � 0945 NSGB Base Information & Logistics � 1000 NSGB BOS and Pre-Proposal Overview � 1030 Site Visit Schedule � 1100 Q&A / Wrap-up � 1115 All industry representatives interested in attending this event should contact Ms. Jennifer Doherty, at jennifer.e.doherty.civ@us.navy.mil (with a copy to macie.d.higginbotham.civ@us.navy.mil) no later than 12:00 PM EDT, Wednesday, June 15, 2022 and provide the following information: AMAG Form - In accordance with NAS Jacksonville security regulations, all prospective visitors and contractor personnel are hereby notified that in order to obtain a one-day visitor�s pass the person must submit a AMAG form (provided as attachment) to Ms. Jennifer Doherty, at jennifer.e.doherty.civ@us.navy.mil (with a copy to macie.d.higginbotham.civ@us.navy.mil) no later than 12:00 PM EDT, Wednesday, June 15, 2022.� No foreign nationals will be permitted to participate in the site visit. Non US Citizens will not be guaranteed base access. THE NAS JACKSONVILLE SECURITY OFFICE WILL BE THE DECIDING AUTHORITY IN DETERMINING BASE ACCESS. Due to increased security at all military installations, offerors who do not currently have a valid Contractor�s ID issued by the Department of Defense (DoD), must allow sufficient time to obtain a one-day pass to permit entry to the base. In accordance with NAS Jacksonville security regulations, all prospective visitors and contractor personnel are hereby notified that in order to obtain a one-day visitor�s pass the person must submit a AMAG form at least five days prior to the date of the visit. One-day passes must be obtained at the Pass and ID Office on Yorktown Avenue, Building 9. All visitors must bring with them form SECNAV 5512/1 (provided as attachment) on the day of the visit along with two (2) forms of identification as required.� IT SHOULD BE NOTED BY EACH PARTICIPANT, THAT SUBMISSION OF THE REQUIRED SECURITY FORMS DOES NOT INDICATE ACCESS WILL BE GRANTED. THE NAS JACKSONVILLE SECURITY OFFICE WILL BE THE DECIDING AUTHORITY IN DETERMINING BASE ACCESS.� ALSO, YOU ARE HEREBY ADVISED BY THIS NOTICE THAT THE LEVEL OF SECURITY AT THE NAS JACKSONVILLE AND OTHER SITE LOCATIONS MAY CHANGE AT ANY TIME. AS THE LEVEL OF SECURITY HEIGHTENS, THE AMOUNT OF TIME REQUIRED FOR ENTRANCE TO THE BASE AND OTHER LOCATIONS ALSO INCREASES. IN ADDITION, THE SITE VISIT MAY BE CANCELED BY THE GOVERNMENT AT ANY TIME DUE TO CHANGES IN THE LEVEL OF SECURITY. CONTRACTORS ARE RESPONSIBLE FOR ANY COSTS INCURRED TO PARTICIPATE IN THIS SITE VISIT. This announcement is not a contract, request for proposal, promise to contract, or commitment of any kind on the part of the Government. �Participation in this Industry Forum is voluntary and NAVFAC SE will not assume responsibility for costs incurred by attendees for their travel expenses associated with such participation.� REQUEST FOR PROPOSAL (RFP): Once it becomes available, offerors can view and/or download the solicitation at https://sam.gov/content/home.� The anticipated date of RFP issuance is on or after 21 June 2022. TENTATIVE SITE VISIT INFORMATION: Tentatively, a two-day site visit brief onboard NSGB has been scheduled for 3 and 4 August 2022.� Site Visit Forms (for travel to NSGB): Access to NSGB is tightly controlled, requiring significant advance notice after the receipt of the completed forms to receive access. Therefore, the completed forms MUST be submitted to Jen Doherty at jennifer.e.doherty.civ@us.navy.mil with a copy to Macie Higginbotham at macie.d.higginbotham.civ@us.navy.mil �no later than 2:00 PM EDT, 30 June 2022 or bring a hard copy to the Industry Forum on 23 June 2022 and submit to Jen Doherty prior to the completion of the event.� **With submission of the site visit forms, also provide: Name (First, Middle, Last), DOB, and CAC card number (if applicable). Instructions for travel to the site visit and NSGB Entry Clearance Forms are posted on the SAM.gov website at https://sam.gov/content/home under filenames: NSGB Site Visit Instructions; ENCL (1) Entry Clearance Cover Sheet; ENCL (2) SECNAV 5512; ENCL (3) AMC Flight Reservation Request Based on limited accommodations, reservations for no more than two representatives from each prospective offeror will be accepted. Therefore, each prospective offeror is limited to two (2) site visit participants. When booking please reference �NSGB Site Visit�. There is currently 7 rooms blocked at the Navy Lodge and 10 rooms blocked at the NGIS for this site visit. NOTE***You will need to have your vaccination card (this is mandatory to show to get on the plane) and have a negative COVID-19 test within 72 hours of flight. If there are specific requests for buildings, areas, systems, etc. to tour during the site visit, please provide input during the Industry Forum Q&A or submit via email to Jen Doherty at jennifer.e.doherty.civ@us.navy.mil by 2:00 PM EDT, Thursday, 7 July 2022.� There is no guarantee requests will be visited during the site visit. Please note: Ongoing source selections will not be discussed at the forum.
