Department of Veterans Affairs Veterans Health Administration (VHA) Sources Sought Notice Annual Services for Supervisory Control and Data Acquisition (SCADA) Emergency Repairs and Programming Updates This is a Sources Sought notice and not a request for quotes. This request is solely for the purpose of conducting market research to enhance VHA s understanding of your company s offered services and capabilities. The Government will not pay any costs for responses submitted in response to this Source Sought Notice. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the service requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, please provide the following information that address the requirement as described below: Company Name DUNS / UEI Number Point of Contact Capability statement Verification of field service engineer experience Verification ability to provide services to the Cimplicity System Verification of experience working with electrical power distribution systems both normal and emergency power. Please send your information to Joshua.Gallien@va.gov The Veterans Health Administration (VHA) is seeking to obtain Annual Services for Supervisory Control and Data Acquisition (SCADA) Emergency Repairs and Programming for the West Haven Connecticut VA Facility. The standard of services shall be of quality; meeting or exceeding those outlined in the below draft performance work statement. Refer to the General Requirements section below for the requested service description. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. General Requirements: Scope: The purpose of this requirement is to establish SCADA system emergency repairs and programming updates at the West Haven VA Medical Center. The SCADA system controls the transfer of loads and testing of the facility electrical distribution and emergency generators. Location of facility: West Haven VAMC 950 Campbell Ave West Haven, CT 06516-2770 Description of services: All work will be performed by a Qualified Field Service Engineer WITH 15 + years experience and has extensive Knowledge of the SCADA (Supervisory Control and Data Acquisition) Systems and the ability to develop Programing of Primary Logic Controllers, Sequencing, Safety Parameters and Automatic Reporting documentation on Facility Electrical Distribution systems for both Normal and Emergency Power. Contractor shall possess Extensive knowledge of Cimplicity Software and Licensing, all system Hardware (PLC s, I/O Blocks and Meters) as well as expertise in setting up network and associated communications, utilizing Fiber optic, Mod Buss and Cat6E Cabling. The vendor shall provide: Eight (8) straight-time (ST) days (per year) of as-needed, as-requested technical support and troubleshooting. Services to be conducted between normal business hours 7:00AM EST to 3:30PM EST. (Each day requested is based on an 8-hour workday) Provide four (4) ST Quarterly Visits on-site to proactively check system, occur in health, error messages, communications, etc.. (1 visit per quarter) Quarterly visits to be conducted between normal business hours 7:00AM EST to 3:30PM EST and shall be established at a time and date mutually agreeable by the VA and Vendor). Provide eight (8) ST Open days for on and/or off site for as-needed, as-requested unscheduled support (Each day requested is based on an 8-hour workday) Provide 40 Hours of Emergency Remote access to solve Emergent issues and be available to remote into the System Within 2 hours of notification. 2.1 Work in conjunction with the VA when using remote access to allow for remote troubleshooting to potentially remove the need for round trip travel on some troubleshooting efforts technical support and troubleshooting. Vendor Supplied: Provide all Necessary Hardware and Software for Remote Access Capabilities. Complete all VACT training and furnish any documentation requested for software updates. Provide 24/7 phone support (answering machines are now allowable) at no additional fee The Vendor shall allow for additional service hours to be added to this requirement should the facility require additional support. Additional hours shall be priced separately and shall only take place with prior authorization via the Contracting Officer and contract modification
