Description
The Interior Business Center (IBC), Acquisition Services Directorate in support of the Department of the Interior's (DOI) Office of Aviation Services (OAS) is issuing Solicitation 140D0422R0051 for exclusive use flight services and support utilizing fully-functional aircraft equipped to meet science requirements. These services include operation and maintenance by qualified personnel in Antarctica and the Arctic, for the National Science Foundation (NSF) in support of the research activities of the United States Antarctic Program (USAP), and NSF�s Arctic Program. The primary role for the aircraft in both theaters of operation will be for utility transportation services, ferrying personnel and materials to remote, often unprepared, field locations. The base will be McMurdo Station, Antarctica during the Austral summer and may also be used across the Antarctic continent and in the Arctic regions. The contract period will be one base year and four individual option years. The contractor will be required to have two light aircraft and one medium to be On Call for Arctic operations from February through mid-October each year. Mid-October through mid-February the contractor will be required to have a minimum 5 light aircraft (three Exclusive Use and two On Call) and 1 medium aircraft (Exclusive Use) for the Austral Summer in Antarctica. The contractor will be required to demonstrate experience in maintaining a small fleet of aircraft at remote locations with limited support capabilities under hostile, Polar operating conditions. The anticipated issue date of the solicitation is July 13, 2022 with a projected closing date of August 17, 2022. This solicitation is being solicited under full and open competition in NAICS code 481219 Other Nonscheduled Air Transportation, which has a small business size standard of $16.5M. The Government will award a contract in accordance with the best�value trade�off instructions of the solicitation. The apparent successful offeror must be registered in System for Award Management (SAM) at SAM.gov in order to receive an award.
