Description
*** NOTICE OF SOLE SOURCE INTENT *** Organizational Governance Support Services The Food and Drug Administration (FDA) intends to award a sole source, time-and-materials type contract to T. White Parker Associates, Inc., 22636 Davis Drive, Suite 345, Sterling, VA, 20164, in accordance with the authority under FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This procurement is being conducted in accordance with Federal Acquisition Regulations (FAR) Part 15. The NAICS code is 541611 - Administrative Management and General Management Consulting Services. The FDA�s Program Effectiveness Office (PEO) maintains the organizational governance structure, providing coordination and support to the Management Council and the 11 function-specific subordinate councils, formally called the Operations Management Councils. This centralized oversight allows for issues and concerns to be addressed and resolved in a timely manner, optimizing leadership strength, and enhancing Agency interests. Additionally, this format facilitates opportunities for meaningful exchange of information and collaborative approaches to meeting common challenges. This acquisition supports ongoing governance management efforts. The objectives of this contract are to support, enhance and expand the Office of Enterprise Management Services (OEMS) management, strategic communications, planning, administrative and records management services to the Office of Operations (OO) Governance Council. These services ensure the development of partnership with the OO Offices to build evaluation capacity; improving decision making and risk management through systematic inquiry; strategic alignment to ensure mission effectiveness; aggressively advocating for process efficiency and achievement of superior results; and facilitating change while standardizing OO crosscutting operations and promoting a culture of innovation. These activities are supported on a weekly basis to meet key deliverables to an array of offices and stakeholders within the Office of the Commissioner (OC).� T. White Parker Associates, Inc., has unique qualifications and experience by providing coordination and support to the Management Council and the 11 function-specific subordinate councils for the last seven (7) years. This centralized oversight promotes optimized leadership information, allowing for urgent issues and concerns to be addressed and resolved in a timely manner throughout the COVID19 pandemic, as well as the quick shifting guidance, decision points, and actions regarding the FDA�s Return2Facilities and Telework Thrive initiatives. In addition, T. White Parker Associates, Inc., is the only contractor who has developed automations and workflows to streamline council activities, quick turnaround data collection, policy clearance, organization charts and many other administrative functions. T. White Parker Associates, Inc., currently assists PEO with servicing OO Senior Leadership and the OEMS Director/OC Executive Officer with creating customized automotive tools that provide coordination, organization, and collaborative spaces.� These collaborative spaces and automation tools provide time-saving capabilities, assist OO senior leadership with strategic operational planning for operational Management council meetings, and allow senior leadership to spend more time focusing on FDA�s mission critical initiatives.� Automations are extremely technical in nature, and it is imperative to have Subject Matter Experts (SMEs) to assist when/if issues occur; and due to the fast-paced environment within the OC, it is imperative that technical issues are addressed quickly. Therefore, it would not be reasonable to compete this requirement because the methodology and approach used by T. White Parker Associates, Inc., is proprietary and requires special permission to use or modify. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting the requirements as stated herein may submit a written response (i.e., capability statement) which clearly supports and demonstrates its ability to perform the requirements. Any response must be received by the response date and time of this notice. Any response will undergo a review to determine if the respondent can meet the requirements. A determination by the Government not to compete this proposed requirement based upon a response to this notice is solely within the discretion of the Government. Ref. #: 1253833
