- The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price Indefinite Delivery Indefinite Quantity sole source contract on behalf of the Research Institute of Infectious Diseases (USAMRIID) to The Emory University Vaccine Center located in 1510 Clifton Rd. G211 Rollins Research building, Atlanta, Georgia 30322, under the authority as prescribed in FAR 13.5, only one source reasonably available that will satisfy agency requirements. This requirement is for a vendor to establish a panel of epitope-specific mAbs that will be used in a high throughput assay and will also be used to establish the profile of antibodies produced by service members post Biothrax� vaccination. This is required to establish the antibody profile produced in this population. In addition the Government requires the use of a high-through-put assay and the panel of epitope-specific mAbs to identify and quantify each of the epitope-specific mAbs against B. anthracis protective antigen in each service member�s sera. Emory University is the only vendor with access to the proprietary PA epitope-specific mAbs generation B. anthracis. The Department of Defense (DoD) Military Vaccine Agency (MILVAX) has determined that for force health protection, understanding the immune response to this important countermeasure for the entire is paramount and thus commissioned a well powered study be conducted in order to clarify whether or not such differential response occurs and its significance.� Emory University is currently the only source for the epitope-specific mAbs against B. anthracis. This notice of intent is NOT a request for quotations (RFQ) and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide these services. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement. Capability statements are due no later than 1000 Eastern Time, 30 June 2022.
