Solicitation Number: 75N95022Q00307 Title: Renew software and support for our SCIEX QTRAP 7500 mass spectrometer SYSTEM for the National Center for Advancing Translational Sciences (NCATS) Classification Code:� J066 NAICS Code:� 811219 - Other Electronic and Precision Equipment Repair and Maintenance. Dollars or Number of Employees: $22 million Description:� This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background:� Several programs within NCATS require a next generation automated instrumentation system that allows for the rapid measurement of chemical and biological samples ranging from small molecules to large proteins. The most direct and rapid means to do so is by measuring samples based upon their molecular weight making a liquid chromatography mass spectrometry (LC/MS) system an ideal solution. The system proposed must be used in high-throughput (10-15 sec/sample) and gradient LC screening modes.� Up to four discrete LC channels must be able to be configured and addressed on-the-fly.� LC channels must be able to be coupled (dual-stream processing) to increase throughput. These attributes provide throughput needed to screen across target biology. The system we need must measure tens to hundreds of biomarkers (e.g. lipids , metabolites, proteins) in each biological sample. The resulting readout is an assessment of druggability of active target chemistry/biology. Purpose and Objectives: The purpose of this acquisition is to renew software and support for our SCIEX QTRAP 7500 mass spectrometer SYSTEM with the following serial numbers: AB3AD5875089 AB3AD5875090 ABCBM5873541 AB3CT5871222 ABRES5803816 ABDG55873886 AB3AC5872060 for the National Center for Advancing Translational Sciences (NCATS) Project requirements: The service contract is commercially available and will include: 1. Contractor shall provide all replacement parts as required on an exchange (good-as-new) or new part basis in order to maintain the SCIEX QTRAP 7500 system within Original Equipment Manufacturer (OEM) specifications. 2. Contractor shall perform three (3) preventive maintenance on-site inspection during each twelve-month period. Each inspection will evaluate the SCIEX QTRAP 7500 system performance and provide calibrations, alignments, lubrication and parts replacement as necessary to ensure its operation is substantially in accordance with the published technical specifications for SCIEX QTRAP 7500 system. All preventive maintenance performed must adhere to the OEM�s specifications and custom products manual. 3. Contractor shall provide unlimited technical support (by telephone and/or email) and remote diagnostics support at no additional cost to the Government. If remote diagnostics is unable to resolve an SCIEX QTRAP 7500 system-related issue, Contactor shall provide OEM-certified, trained service provider(s) on a priority response basis to perform on-site repairs of each of the SCIEX QTRAP 7500 system. It is essential to have access to a Technical Assistance Center specialist via the video camera of your mobile phone. Visual Assist capabilities include real-time zoom in/out, annotation, photo and video capture, and diagram sharing. Allows the specialist to actually see what you are experiencing with your instrument which can shorten the time to identify problems Visualizing your instrument remotely enables better diagnosis of the issue and increases the likelihood of a remote fix or a first visit repair if needed 4. Contractor shall provide preventive maintenance, service repairs including emergency service repairs, and technical support between the hours of 8:00 AM and 5:00 PM of Monday through Friday, excluding Federal holidays. 5. Contractor shall use only OEM-certified parts and components for all preventive maintenance and repairs, except for consumables, at no additional cost to the Government. 6. Contractor shall be responsible for shipping and handling costs of the SCIEX QTRAP 7500 system replacement parts and components. 7. Contractor shall provide OEM-certified, trained service provider to perform all preventive maintenance, repairs, remote diagnostics and technical support. 8. On-site service and repairs shall be performed between the hours of 8:00 am and 5:00 pm on Monday through Friday, except Federal holidays. 9. The Contractor shall provide at no additional cost to the Government all necessary documentation, repair parts, spare parts, accessories, maintenance supplies, special tools, test and support equipment, travel and transportation, personnel skill requirements, and other related services required to maintain the SCIEX QTRAP 7500 system in fully functioning condition, except for costs of repairs occasioned by fault or negligence of the Government. Anticipated period of performance: Base Year: (12-months) Option Period One (1): (12-months) Option Period Two (2): (12-months) Option Period Three (3): (12-months) Other important considerations: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the work mentioned above. Capability statement /information sought. Respondents must provide clear and convincing documentation of their capability of providing the services specified in this notice. Also, information must be provided in sufficient details of the respondents� (a) staff expertise, including their availability, experience, formal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and other management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer.� Facsimile responses are NOT accepted. The response must be submitted to Nick Niefeld, Contract Specialist at e-mail address nick.niefeld@nih.gov.
