- 1. This is a combined synopsis/solicitation for commercial services/items prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.a. Project Title: John Deere gator utility cart (Model-HPX615E) 1.b. Description: VA Tucson Healthcare System is seeking a contractor to replace John Deere gator utility vehicle (Model-HPX615E). 1.c. Project Location: VA Tucson Healthcare System, 3601 S. 6th Ave. Tucson AZ, 85723 1.d. Solicitation Type - Number: Request for Quotes (RFQ) - 36C26222Q1092. 1.e. Set Aside: This solicitation is issued as an unrestricted open market. 1.f. Applicable NAICS code: 336112, Light Truck and Utility Vehicle Manufacturing. 1.g. Small Business Size Standard: 1500 employees 1.h. Type of Contract: Firm Fixed Price 1.i. Period of Performance: 60 days from award date. 1.j. Request for Information (RFI) should be submitted via email no later than 1pm PST Friday June 17th, 2022, to Ositadima.ndubizu@va.gov 2. Statement of Work 2.1. Objective. VA Tucson Healthcare System is seeking a contractor to replace John Deere gator utility cart (Model-HPX615E). 2.2. Background. The existing gasoline powered utility carts have exceeded their five-year life expectancy and associated repair costs indicate that it is time to replace them. This cart will be 15 years old at time of replacement. One for one replacement of each John Deere Gator permits the use of all front and rear hitches, heavy duty bumpers, hazard lighting, roll over protection system guard rails, toolboxes, and specialized equipment to be moved from the existing Gator on to the new/replace Gator. 2.3. Scope. The utility cart must meet the following specifications: . Horsepower: Minimum 13.5 @3600 RPM Engine Displacement: Minimum 401cc Torque: Minimum 19.5ln-ft @2400RPM Transmission: Continuously Variable Transmission (CVT) Gear Selection Forward, Neutral, Reverse Max Speed: 20 MPH Drive: Minimum 4x2 Payload/Cargo Capacity: Minimum 900lb/500lb Suspension: Independent Spring over Shock, Single A-Arm Turning Radius 11.25FT Fuel System: Unleaded 5 Gallon Cargo Box: 16 Gauge Steel Electric Lift Capacity 500 pounds Depth 9 inches Length 39.5 inches Width 49 inches Volume 10.1 Cu Ft. Tailgate Hinged at Bottom, Removable Dimensions: Maximum H 43.6 , W 60 , L 104.0 In order to fit thought bollards around SAVAHCS. 2.4. Performance Monitoring. Inspection of the John Deere Utility cart will be conducted by the grounds supervisor, as well as representative(s) from the mechanic shop. Vehicle will be accepted once it is proven that it is in proper working order (brake/headlights functional, engines performing properly, parking brake in proper working order, etc.) . 2.5. Period of Performance. The period of performance will be 60 days from award date. Delivery of utility vehicles will be at SAVAHCS warehouse/grounds area, or mechanic shop a. If the holiday falls on a Sunday, the following Monday will be observed as a national holiday. When a holiday falls on a Saturday, the preceding Friday is observed as a National holiday by U.S. Government Agencies, and any day specifically declared by the President of the United States of America. 2.6. Insurance Coverage The Contractor agrees to procure and maintain, while the contract is in effect, Workers Compensation and Employee s Public Liability Insurance in accordance with Federal and State of California laws. The Contractor shall be responsible for all damage to property, which may be done by him, or any employee engaged in the performance of this contract. The Government shall be held harmless against any or all loss, cost, damage, claim expense or liability whatsoever, because of accident or injury to persons or property of others occurring in the performance of this contract. Before commencing work under this contract, the Contracting Officer shall require the Contractor to furnish certification from his/her insurance company indicating that the coverage specified by FAR 52.228-5 and per FAR Subpart 28.307-2 has been obtained and that it may not be changed or canceled without guaranteed thirty (30) day notice to the Contracting Officer. The Contractor shall furnish to the Contracting Officer within fifteen (15) days of award an Official Certification from the insurance company indicating that the coverage has been obtained and that it may not be changed or cancelled without guaranteed thirty (30) day notice to the Contracting Officer. New certifications shall be furnished at least thirty (30) days prior to the expiration date of the current insurance policy. The phrase will endeavor is not acceptable terms to the Government and such coverage carrying that phrase will be rejected and services may not be rendered until proper certificate is issued. 3.
